This is the Prime Minister's fourth interface with farmers since he took office in 2021, targeting to materalize Resolution 57-NQ/TW on breakthroughs in science – technology development, innovation, and national digital transformation, as well as Resolution 68-NQ/TW on private sector development in the new context.

Pham emphasized that science and technology, innovation, and digital transformation are the fundamental conditions for achieving the goal of US$100 billion in agricultural exports. However, there remains a significant gap between research and the application of technology, and digital infrastructure in remote and mountainous areas is still limited.

He requested ministries, sectors, and localities to continue improving policies on land, credit, science and technology, agricultural insurance, and to develop the agricultural insurance market in response to risks such as natural disasters, epidemics, and price fluctuations. At the same time, he called for expanding support programs for farmers in the spirit of "farmers at the center – agriculture as the driving force – rural areas as the foundation."

He called for the implementation of the "three accompany" approach with farmers in applying science, technology, innovation, and digital transformation, while also delivering "five key tasks" for farmers: promoting the application and transfer of technology, putting forward policy recommendations, pioneering in innovative agricultural startups, enhancing smart management capacity, and proactively accessing capital, land, markets, and brand development.

Farmers of the new era should embody the qualities of "Wisdom – Creativity – Digitalization – Ownership – Bravery – Pioneering Spirit – Aspiration – Dedication," said the Prime Minister.

The Prime Minister set out eight key task groups for authorities at all levels and farmers: 

(i) Defining the strategic role of agriculture, farmers, and rural areas; developing green, circular, and digitalized agriculture; 

(ii) Considering science and technology, innovation, and digital transformation as breakthrough drivers; 

(iii) Developing digital infrastructure and e-commerce platforms for farmers through public–private partnerships;

(iv) Improving policies on credit, training, agricultural insurance, and attracting young people to agriculture; 

(v) Ensuring food safety; developing digital data, traceability systems, and digital cooperatives; 

(vi) Promoting value chain linkages and private-sector development in agriculture;

(vii) Enhancing the role of the Viet Nam Fatherland Front and the Farmers' Union under the principles of "three closeness – five requirements – four prohibitions"; focusing on developing "professional farmers – cooperative-centered agriculture – livable rural areas;" 

(viii) and boosting social welfare, poverty reduction, and development in ethnic minority and mountainous regions.

The Prime Minister was convinced that farmers of the new era will be the core force in building a prosperous agricultural sector, helping Vietnamese agricultural products reach the global market and contributing to the development of increasingly modern and civilized rural communities.

The National Statistics Office under the Ministry of Finance reported that in the first ten months of 2025, export value of agricultural, forestry and fishery products hit US$58.13 billion, an increase of 12.9 percent, generating a trade surplus of US$17.59 billion, almost equivalent to the economy's overall trade surplus.

In 2025, the Ministry of Agriculture and Environment has effectively implemented resolutions, strategies, and plans in an effort to accelerate the sector's growth to 4 percent and export turnover to US$65–70 billion./.
