Party leader To Lam holds talks with President Putin in Moscow

Putin sincerely thanked To, his spouse, and the high-ranking Vietnamese delegation for attending the 80th anniversary celebration of the Great Patriotic War Victory.
He expressed appreciation for the participation of the Viet Nam People's Army in the military parade on the Red Square on May 9.
The Russia–Viet Nam relationship has stood the test of time over the 75 years since its establishment, and both countries have stood side by side both in the wartime and the peacetime, noted the host.
He highlighted the great significance of General Secretary To's visit as it takes place on the occasion of the two countries celebrating important events, including the 80th anniversary of Victory in the Great Patriotic War, the 75th anniversary of diplomatic relations, the 50th anniversary of Viet Nam's liberation of the South and national reunification, and the 80th anniversary of Viet Nam's National Day.
To, for his part, congratulated Russia on the successful and solemn organization of the Victory Day celebration, affirming that it was an event of great historical significance that would forever go down in human history.
He emphasized that the Soviet Union and Russia had provided wholehearted support to Viet Nam in its struggle for national independence and reunification in the past, as well as in the country's current national construction and development cause.
The General Secretary To affirmed President Putin is a great friend and a close comrade of Viet Nam, and congratulated on Russia's development achievements under President Putin's leadership.
He suggested that Russia would create conditions for Vietnamese postgraduates to participate in research in fields such as nuclear, fundamental physics; highly evaluated Russia's prestige and strengths in biology and pharmaceuticals and expected that the two sides would cooperate in drug and vaccine research, especially soon opening a research facility and testing anti-cancer vaccines in Viet Nam, aiming at transferring technology and producing drugs and vaccines in Viet Nam.
The Party chief also urged Russia to support the promotion and teaching of the Russian language in Viet Nam and promote Vietnamese language training, establish a Vietnamese cultural center in Russia.
To suggested Russia consider visa exemptions for Vietnamese citizens, especially for short-term business trips, and increase the issuance of electronic visas.

The two leaders agreed to affirm that both Viet Nam and Russia always treasure the long-standing traditional friendship between the two countries that has been tested by time, constantly consolidated and developed, towards the long-term interests of the people of the two countries, for the common prosperity of the two nations, and for peace, cooperation, and development in the region and the world.
They expressed their delight at the positive development of the Viet Nam–Russia Comprehensive Strategic Partnership across various fields, particularly cooperation in economy and trade cooperation, energy, education and training, science and technology, and innovation.
Both sides acknowledged the progress made in implementing high-level agreements and highly valued the work of the Viet Nam–Russia Intergovernmental Committee in promoting bilateral relations in all areas—from politics to economic and trade cooperation, investment, energy, oil and gas, nuclear power, security, defense, culture, and people-to-people exchanges—as well as local-to-local linkages.
Both leaders agreed on the need for carrying out specific projects that embody the Viet Nam–Russia friendship in the new era.
They voiced support for their energy and oil and gas enterprises to strengthen cooperation, expand investment and operation within each other's territories in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982).
The two leaders agreed to create new, substantive, and effective developments in the fields of science and technology, nuclear energy, biotechnology, semiconductor industry, digital infrastructure, and information technology.
They pledged to step up the implementation of joint scientific research projects based on the agreements already signed between the two countries.
In the area of defense, security, and military technology, both sides agreed to deepen bilateral cooperation, jointly address non-traditional security challenges, cybersecurity, and combat high-tech crime based on international law and practices, making contribution to peace and security in the region and around the world.
The two leaders also discussed international and regional issues of mutual concern, underscoring the importance of respecting the fundamental principles of the United Nations Charter and international law, including the UNCLOS 1982.
On the occasion, both sides signed many documents and cooperation agreements with a view to strengthening bilateral ties in areas such as diplomacy, defense, oil and gas exploration and extraction, nuclear energy for peaceful purposes, science and technology, justice, healthcare, education and training, biomedical science, culture, and aviation.
The two countries also issued a Joint Statement on major orientations of the Viet Nam-Russia Comprehensive Strategic Partnership in the new cooperation period for the long-term interests of the people of the two countries, and for peace, security and sustainable development in the region and the world./.
