To is on a four-day official visit to the Russian Federation where he attended the 80th anniversary celebrations of the Victory in the Great Patriotic War.
At the meeting with General Secretary and President of China Xi Jinping, To emphasized that Viet Nam stands ready to work with China to effectively implement the high-level common perceptions and joint statements between the two countries, continuously advancing and deepening their comprehensive strategic cooperative partnership and the Viet Nam–China community with a shared future that carries strategic significance in line with the six major directions.
He proposed that the two sides continue to strengthen regular high-level exchanges via flexible formats and promote substantive cooperation across various fields, especially railway connectivity.
He also suggested the two sides actively explore new cooperation areas, aiming to make science and technology and digital transformation a new highlight and growth driver in the Viet Nam–China relations.

The Vietnamese Party leader expressed his hope that both sides would continue to promote healthy and stable trade development, calling on China to expand its import of Vietnamese agricultural products, seafood, and other goods.

At the meeting with First Secretary of the Communist Party of Cuba Central Committee and President of Cuba Miguel Díaz-Canel, To affirmed that the Party, State, Government, National Assembly, and people of Viet Nam will never forget Cuba's wholehearted support for the the Southeast Asian nation's liberation struggle.
He emphasized that Viet Nam always values, preserves, and is determined to further deepening the traditional solidarity and comprehensive cooperation with Cuba, and firmly stands by the Cuban people in their revolutionary cause.
He sincerely thanked Cuba for sending a high-level delegation, led by Vice President Salvador Valdés Mesa, to attend the celebration of the 50th anniversary of the Liberation of the South and National Reunification in Ho Chi Minh City on April 30.
Recalling the positive outcomes of his State visit to Cuba in September 2024, the Vietnamese leader suggested both sides continue to implement the high-level commitments and agreements, and work closely to strengthen all-around cooperation, particularly in the areas of economy, trade, agriculture, food security, and energy security.
He also reaffirmed Viet Nam's consistent stance of not supporting unilateral sanctions against Cuba.
The Cuban leader expressed his gratitude to the Government and people of Viet Nam for their valuable support, affirming that Viet Nam has always been a trusted friend, who has consistently assisted Cuba in overcoming difficulties in its national construction and development, especially during periods of blockade and sanctions.
President Miguel Díaz-Canel described the Cuba–Viet Nam relationship as a beautiful symbol, founded by President Fidel Castro and President Ho Chi Minh, and diligently nurtured by generations of leaders from both countries.
In that spirit, Cuba has recently held a series of solemn events to commemorate the Viet Nam's 50th anniversary of the Liberation of the South and National Reunification, as a testament to the deep friendship and special solidarity with the Vietnamese people.
The Cuban President stressed that he would instruct relevant ministries and agencies to work more closely with Viet Nam in implementing the outcomes of General Secretary To Lam's State visit to Cuba in September 2024, with a particular focus on promoting investment and trade relations, especially in agricultural cooperation and food security.

During his meeting with Uzbek President Shavkat Mirziyoyev, the Party leader asserted that Viet Nam always attaches great importance to its traditional friendship with Uzbekistan.
Viet Nam is willing to serve as a bridge to promote cooperation between Uzbekistan and Southeast Asian countries, he said, proposing Uzbekistan support Viet Nam in strengthening its relations with Central Asian nations and promoting interregional connectivity.
The two sides pledged to strengthen political dialogues and exchanges at all levels, especially at the high level, through Party, State, Government, National Assembly, and local channels.
They also committed to stepping up close coordination and mutual support at multilateral forums, creating favorable conditions for businesses from both countries to explore investment opportunities in each other's markets, and promoting activities such as cultural and sports exchanges, tourism cooperation, and people-to-people linkages.
At the meeting with Brazilian President Inácio Lula da Silva, To reiterated that Viet Nam highly appreciates and advocates Brazil in successfully hosting the BRICS Summit and the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30).
