The State President underscored the strong progress in Viet Nam–UN cooperation, emphasizing that the UN has always been a trusted partner throughout Viet Nam's development journey. He praised the contributions of UN agencies in supporting national development priorities, especially in pandemic response, socio-economic recovery, climate change adaptation, disaster relief – most recently during Typhoon Yagi – and in advancing a just energy transition.
He reaffirmed Viet Nam's long-term development vision, aiming to become an upper middle-income nation with a modern industrial base by 2030, and a high-income developed country by 2045.
To this end, Viet Nam is prioritizing international integration, green growth, science and technology, innovation, digital transformation, private sector development, legal reform, education, and universal healthcare.
The State President called on UN agencies to expand support for Viet Nam, particularly in policy advice, scientific collaboration, and capacity-building.
The State President also highlighted the significance of the upcoming General Debate, which coincides with both the 80th anniversary of the UN's founding and the 80th National Day of Viet Nam, as both sides are advancing reforms to strengthen effectiveness and responsiveness to global challenges. He expressed appreciation for the UN80 initiative of the Secretary-General, affirming Viet Nam's support for bold reforms and its readiness to host UN agencies and centers in the country.
Luong also reiterated Viet Nam's support for the UN's role in shaping global cooperation on artificial intelligence governance, while reaffirming the country's commitment to climate pledges, including the implementation of the Just Energy Transition Partnership (JETP). He called upon the UN to work closely with Viet Nam in preparation for the upcoming official visit of Secretary-General António Guterres and the signing of the UN Convention on Cybercrime in Ha Noi this October.
In response, the UN Resident Coordinator praised Viet Nam's strong leadership and commitment to multilateralism at a time of global challenges. She stressed that the 80th UN General Assembly represents a pivotal opportunity to strengthen international cooperation on peace, development, and human rights.
She commended Viet Nam's remarkable achievements in poverty reduction, socio-economic development, institutional reform, gender equality, and inclusive growth, while particularly noting decisive policies on international integration, digital transformation, energy security, education, and healthcare – all of which put people and businesses at the center.
The Resident Coordinator affirmed that the UN will continue to accompany and support Viet Nam in advancing sustainable development, tackling climate change, promoting gender equality, and achieving its long-term strategic goals./.
