PM receives Russian Minister of Civil Defense, Emergencies and Disaster Relief

During the meeting, Pham suggested that Russia step up technology transfer and production cooperation for specialized vehicles and technical equipment, organize joint exercises, and continue assisting Viet Nam in personnel training in the field.
The Prime Minister reaffirmed that Viet Nam always appreciates the invaluable support provided by the former Soviet Union and the Russia for the Southeast Asian country's struggle for national independence and reunification, as well as for its ongoing process of national construction and development.
He also welcomed the results of working sessions between the Russian delegation and the Ministry of Public Security of Viet Nam along with other relevant agencies, and expressed appreciation for Russia's support in training numerous Vietnamese experts and lecturers in fire prevention, firefighting, and search and rescue.
Both sides expressed satisfaction with the positive momentum in bilateral relations in recent years, built on strong political trust. Political and diplomatic ties have been reinforced through frequent high-level exchanges and contacts, while agencies of both countries are actively implementing agreements reached by senior leaders to deepen cooperation and enhance its effectiveness in the new phase.
Defense–security and energy, particularly oil and gas, continue to serve as key pillars of the Viet Nam-Russia relationship, while science and technology is expected to emerge as a new driver of the bilateral ties. The year 2026 has been designated as the Viet Nam–Russia Year of Scientific and Educational Cooperation.
"Viet Nam always attaches importance to strengthening the traditional friendship and comprehensive strategic partnership with Russia for the benefit of both nations, as well as for peace, stability and development in the region and the world," the Prime Minister stated.
He noted that Viet Nam hopes to further expand cooperation with Russia in areas such as energy, the peaceful use of nuclear energy, oil and gas, maritime cooperation, defence and security, military engineering, science and technology, and training in basic sciences and other fields.
To further deepen bilateral ties, the Prime Minister suggested that both sides step up delegation exchanges at all levels to consolidate political trust, effectively implement signed agreements and the outcomes of high-level visits, and maintain regular consultation and dialogue mechanisms on defense and security.
For his part, Minister Aleksandr Kurenkov said Russia wishes to strengthen cooperation with the Ministry of Public Security of Viet Nam and other Vietnamese agencies to implement high-level agreements and further promote bilateral relations.
Reporting on the results of his working sessions with the Vietnamese ministry, he said that cooperation between the Russian ministry and law enforcement agencies, as well as the Ministry of Public Security, remains an important pillar of the Viet Nam–Russia comprehensive strategic partnership.
He affirmed that Russia will continue to enhance cooperation with Vietnamese partners, particularly in areas highlighted by the Prime Minister, expressing confidence that with strong political commitment and support from senior leaders of both countries, bilateral cooperation will continue to expand, especially in emergency response and search and rescue.
Earlier the same day, Vietnamese Minister of Public Security General Luong Tam Quang held talks with Russian Minister of Civil Defense, Emergencies and Disaster Relief Aleksandr Kurenkov, during which the two ministers agreed to step up cooperation in emergency response, firefighting and disaster rescue.
Amid increasingly serious global climate change and disaster risks, the two ministers agreed to step up delegation exchanges at all levels to promote broader and more effective cooperation, particularly in sharing experience in emergency warning and response.
Both ministers agreed that the two sides will soon organize a joint firefighting and rescue exercise based on a simulated scenario involving a fire and explosion at a key energy facility in Viet Nam./.
