Viet Nam, Russia agree to materialize signed cooperation agreements

VGP – Viet Nam and Russia have agreed to accelerate the implementation of cooperation protocols and agreements signed earlier this year, aiming to deepen collaboration in oil and gas exploration and exploitation, and expand into new areas such as renewable and green energy.

Vietnamese Deputy Prime Minister Bui Thanh Son held a working session with his Russian counterpart Alexander Novak in Moscow on October 15, during his attendance at the Russian Energy Week 2025 Forum.

Both sides consented to enhance exchanges and speed up preparations for effectively carrying out the agreements on expanding oil and gas cooperation, which were signed in May and came into force in October 2025. 

The pair also discussed possibilities for extending bilateral cooperation into other fields, including wind power, renewable energy, energy-related services, infrastructure development, and logistics in the oil and gas sector.

Deputy Prime Minister Son affirmed Viet Nam's determination to closely coordinate with the Russian Government to effectively realize the cooperation agreements, thereby contributing to ensuring energy security and strengthening the Viet Nam–Russia Comprehensive Strategic Partnership. He praised the joint efforts of ministries and sectors of both countries in fostering bilateral collaboration through various concrete projects being actively promoted.

For his part, Deputy Prime Minister Novak underscored that Russia always attaches great importance to promoting its Comprehensive Strategic Partnership with Viet Nam. He highly valued the positive progress achieved in bilateral economic and trade cooperation, particularly in energy and oil and gas collaboration.

Novak said that the Russian Government consistently directs relevant ministries, sectors, and localities to promptly and effectively implement agreements reached during high-level visits, and to focus on addressing outstanding issues to further enhance the effectiveness of cooperation.

During his stay in Russia, from October 15–16, Deputy Prime Minister Son also held meetings with leaders of major Russian enterprises operating in the energy and oil and gas sectors, including Zarubezhneft, Novatek, and the Rosatom State Atomic Energy Corporation.

The Deputy Prime Minister appreciated the interest and efforts of Russian corporations in seeking opportunities and promoting specific cooperation projects with Viet Nam. He reaffirmed the Vietnamese Government's support for enterprises of both countries in engaging in direct exchanges, signing, and implementing cooperation projects in line with each nation's laws and international law. He emphasized the importance of ensuring a balance of interests and creating new symbols of the Viet Nam–Russia Comprehensive Strategic Partnership for decades to come.

Leaders of the Russian corporations, for their part, affirmed that they view Viet Nam as a highly potential market and expressed their desire to further expand investment and cooperation. They pledged to work closely with Vietnamese partners to effectively implement high-level agreements, particularly in the fields of oil and gas, nuclear power, and the peaceful use of nuclear energy, contributing to ensuring Viet Nam's energy security and supporting its sustainable development./.
