National Assembly passes Law on e-commerce
VGP - The Law on e-commerce was approved at the on-going session of the 15th National Assembly which took place in Ha Noi on December 10.

The law requires the identification of sellers on e-commerce platforms through the national VNeID digital identification system, which helps trace sellers, limit counterfeit goods and intellectual property violations, and enables tax authorities to manage more effectively and prevent losses to the state budget.
The Government affirms the principle of not generating any additional administrative procedures, making maximum use of existing digital infrastructure to support management without creating extra burdens for businesses and citizens.
The law shall not require foreign e-commerce platforms operating in Viet Nam to establish a new legal entity, but they must designate a legal entity in the country to fulfill relevant obligations to ensures consistency with international commitments while providing regulators with a clear point of contact to protect consumer rights and address any arising violations.
The law is expected to create a strict, modern, and practical legal framework, contributing to a stronger, more transparent, and more sustainable development of Viet Nam's e-commerce sector in the context of extensive digital transformation.
The Viet Nam E-commerce Association (VECOM) reveals in its E-commerce Index (EBI) 2025 that Viet Nam's retail e-commerce value is expected to exceed US$40 billion, placing the country among the world's top five fastest-growing e-commerce markets, with annual growth of 20-25 percent.
E-commerce now accounts for around 10 percent of the nation's total retail and consumer services revenue, ranking third in Southeast Asia. By 2030, the market is projected to grow to nearly US$63 billion./.
