Lawmakers adopt breakthrough mechanisms for education and training

VGP - The National Assembly on Wednesday approved a Resolution on special, breakthrough mechanisms for education and training, paving the way for a single set of textbooks in Viet Nam from the next accademic year.

The 10th session of the 15th National Assembly

The Resolution aims to implement Politburo Resolution No. 71-NQ/TW on breakthrough development of education and training.

Under the resolution, there will only be a single set of textbooks since the 2026–2027 school year. The move aims to reduce the financial burden on families; ensure consistency and uniformity in learning content nationwide; promote education equity and reduce social costs and stabilize the education system. The Government targets to provide textbooks free of charge for students by 2030.

The resolution specifies exceptional incentives for teachers and staff in educational institutions; increases autonomy for provincial education directors over recruitment, reassignment and secondment to ensure consistent workforce management; and establishes mechanisms to attract, retain and develop high-quality personnel in teaching, research and administration.

The Resolution, scheduled to come into effect from January 1, 2026, allows greater autonomy for higher education and vocational training institutions./.
