During the working session, the Party leader provided strategic directions for drafting two key resolutions: (i) renewing the national development model based on science, technology, innovation and digital transformation; and (ii) strategic solutions to achieve double-digit growth in tandem with establishing a new growth model.
He stressed the five core requirements for the resolutions: alignment with the 14th National Party Congress' draft documents; a long-term, holistic vision instead of short-term or term-based thinking; policies grounded in Viet Nam's realities rather than imported models; high feasibility with clear roadmaps and resource allocation; and strong inspirational power to generate political unity, social consensus, and national aspiration for progress through knowledge and innovation.
The Party chief called for a fundamental mindset shift—from extensive to intensive growth; from dependence on natural resources and low-skill labor to knowledge, technology, and productivity; from administrative control to development facilitation; and from the State "doing for society" to "enabling society and enterprises to innovate."
He emphasized the role of all economic sectors, with the State economy providing strategic guidance and enabling support, and the private sector positioned as the primary growth driver of the national economy. He also highlighted that rapid growth must be paired with sustainability, social equity, environmental protection, improved living standards, and a stable macroeconomic foundation.
The General Secretary described science- and technology-led development as a comprehensive strategic imperative, vital to institutional reform, leadership innovation, governance capacity, human capital development, national defense and security, economic resilience, strategic autonomy, and international competitiveness—key to realizing national goals for 2030 and 2045.
He reaffirmed that people are the most important resource and the ultimate objective of development, saying that technological progress must go hand in hand with nurturing knowledgeable, resilient, ethical, and aspirational Vietnamese citizens committed to national advancement.
The Party leader urged the Commission to intensify research, challenge conventional thinking, confront complex issues, and mobilize the expertise of domestic and international scientists to advise the Party Central Committee on truly breakthrough development solutions for the coming era./.
