Politburo unveils orientations for government overhaul
VGP - Politburo member, Chairman of the Central Organization Commission Le Minh Hung on Sunday unveiled the Politburo's major orientations for upcoming government overhaul.
Le said the Politburo has requested the Government to mull over the merger and dissolution of some ministries and government bodies.
Accordingly, the Ministry of Planning and Investment should be merged with the Ministry of Finance while the Ministry of Transport should be merged with the Ministry of Construction.
The Mininistry of Information and Communications should be merged with the Ministry of Science and Technology to perform state management of science, technology and digital transformation. Several functions of the Ministry of Information and Communications will be transferred to the Ministry of Culture, Sports and Tourism, the Ministry of Education and Training and relevant agencies.
The Ministry of Natural Resources and Environment should be merged with the Ministry of Agriculture and Rural Development to perform state management of agriculture, natural resources and environment. Other functions of the Ministry of Natural Resources and Environment will be transferred to other relevant ministries and agencies.
The Politburo planned to dismantle the Ministry of Labor, Invalids and Social Affairs and transfer its functions to the Ministry of Home Affairs, the Ministry of Education and Training, the Committee for Ethnic Minority Affairs and other relevant agencies.
The Politburo planned to dissolve the Commission for the Management of State Capital at Enterprises (CMSC) and transfer its functions to the Ministry of Finance and relevant ministries and agencies.
The Politburo also planned to dissolve the National Financial Supervisory Committee and transfer its functions to the Ministry of Finance, the State Bank of Viet Nam and other relevant agencies.
The Politburo planned to set up the Committee for Ethnic Minority-Religious Affairs by merging the existing Committee for Religious Affairs with the Committee for Ethnic Minority Affairs.
The Politburo also requested the Government to mull over the re-arrangement of the Viet Nam Academy of Social Sciences, the Viet Nam Academy of Science and Technology, the National University in Ha Noi, the National University in Ho Chi Minh City to promote their effectiveness in research and training.
The Government also needs to mull over the merger of the National Academy of Public Administration with the Ho Chi Minh National Academy of Politics.
These orientations will help reduce the number of ministries by at least five from current 18, and the number of government bodies by two from current eight.
The current ministries are: Ministry of National Defense, Ministry of Public Security, Ministry of Foreign Affairs, Ministry of Home Affairs, Ministry of Justice, Ministry of Planning and Investment, Ministry of Finance, Ministry of Industry and Trade, Ministry of Agriculture and Rural Development, Ministry of Transport, Ministry of Construction, Ministry of Natural Resources and Environment, Ministry of Information and Communications, Ministry of Labor, Invalids and Social Affairs, Ministry of Culture, Sports and Tourism, Ministry of Science and Technology, Ministry of Education and Training, and Ministry of Health.
The current government bodies include the Management of State Capital at Enterprises, the Voice of Viet Nam, the Management Board for Ho Chi Minh Mausoleu, the Viet Nam Social Security, the Viet Nam News Agency, the Viet Nam Television, the Viet Nam Academy of Social Sciences, and the Viet Nam Academy of Science and Technology.
In addition, the State Treasury, the General Department of Taxation, the General Department of Viet Nam Customs, the Viet Nam Social Security, the Viet Nam Directorate of Market Surveillance, and Branches of the State Bank of Viet Nam should also be re-arranged.
The Politburo also tasked the Government to continue re-arrange and treamline units and departments of all ministries, ministerial-level agencies, and government bodies.
