The move aims to build an elite, streamlined, efficient and effective political system, according to the Party leader.

From that perspective, To stressed the need to focus on reviewing the seven-year implementation of the Resolution No. 18 on several issues on continuing to innovate and rearrange the organizational structure of the political system adopted at the 6th plenum of the 12th Party Central Committee.

It is necessary to focus on perfecting the institutions in a spirit of "running and queuing" in a bid to promptly translate the Party's guidelines into reality as soon as possible.

He emphasized the need to complete laws on the organization and operation of agencies within the political system in association with the spirit of boosting power decentralization and delegation to localities.

Streamlining the organizational structure should be combined with restructuring the contingent of cadres to ensure that they possess necessary quality and capacity to perform their tasks, the Party chief stressed.

To called for strong reform in recruitment, training, promotion and assessment of cadres and public employees in a substantive manner, with no forbidden zones and no exceptions in evaluating performance of cadres and public employees.

Earlier on October 31, the Party leader told legislators that cumbersome apparatus has hindered national development as public sector pay accounts for a huge proportion of budget expenditures, prompting the need to rearrange and streamline.
