Viet Nam pursues rapid and sustainable development

VGP - Viet Nam’s ambition to achieve rapid and sustainable development through green and digital transformation rests on solid foundations, strong potential and high feasibility, Prime Minister Pham Minh Chinh said on December 16 at the high-level plenary session of the Viet Nam Economy in 2025 and Prospects in 2026 Forum (VEPF).

Addressing the VEPF jointly organized by the Government and the Central Commission for Policies and Strategies, the Prime Minister underscored that the dual transition towards green growth and digital transformation is an objective necessity, a strategic choice and a top national priority. This dual transition, he said, serves as both the foundation and the primary driving force for rapid and sustainable development.

Pham said that the Party and State have issued a wide range of guidelines, mechanisms and policies to advance this orientation. The Resolution of the 13th National Party Congress sets out goals for fast and sustainable development, accelerating national digital transformation, developing the digital economy based on science, technology and innovation, and building a green, circular and environmentally friendly economy.

He added that the Politburo has promulgated major strategic resolutions in key pillar sectors, notably Resolution No. 57-NQ/TW, which identifies the development of science, technology, innovation and national digital transformation as the most important breakthrough.

Viet Nam said the Prime Minister is reforming its growth model by taking science, technology, innovation, digital transformation and green transition as key drivers across all sectors, particularly in strategic areas of the economy.

Looking ahead, Viet Nam will focus on strategic priorities, including promoting rapid and sustainable growth based on the dual transition, striving for double-digit growth while maintaining macroeconomic stability, controlling inflation and ensuring major economic balances. The country will also enhance forecasting and analytical capacity to proactively and flexibly respond to external fluctuations.

The Government leader said Viet Nam will continue implementing the three strategic breakthroughs in institutions, infrastructure and human resources; introduce sandbox mechanisms to support the digital, green and circular economy; and develop breakthrough scientific research programs in 11 groups of strategic technologies.

He also underscored the importance of tapping new development spaces, including the marine economy, underground resources and space technology; promoting new economic models, free trade zones and international financial centers; diversifying resource mobilization; prioritizing high-quality foreign direct investment in high-tech, green and circular industries linked with domestic investment; and restructuring exports alongside broader economic restructuring.

At the forum, Mariam J. Sherman, World Bank Country Director for Viet Nam, recommended that the country should continue strengthening the private sector, invest in people and technology, develop sustainable infrastructure and green growth, ensure equitable distribution of development gains, and advance institutional modernization./.
