General Secretary and President To Lam; Prime Minister Le Minh Hung; President of the National Assembly Tran Thanh Man; Standing member of the Party Central Committee's Secretariat Tran Cam Tu; members of the Politburo and the Party Central Committee's Secretariat; members of the Party Central Committee; leaders of central commissions, ministries, agencies and mass organizations; and deputies of the 16th National Assembly attended the event.

Addressing the ceremony, General Secretary and President To Lam reiterated that on November 9, 1946, at its second session, the first National Assembly adopted Viet Nam's first Constitution, establishing fundamental principles of the new State that state power belongs to the people, strengthening national unity and guaranteeing freedom and democratic rights.

The profound historical significance of this event lies in linking the achievement of national independence with the people's right to mastery and the organization of state power under a Constitution, highlighted To.

In particular, To Lam stressed: "The strength of the State originates from the people and must be exercised to serve the people."

Throughout the periods, the core values of the 1946 Constitution have been inherited and further developed in the process of building and improving the State under the leadership of the Communist Party of Viet Nam.

The 2013 Constitution and the amendments and supplements adopted in 2025 have continued to institutionalize advances in awareness and practical approaches to organizing state power. In this process, human rights and citizens' rights have received increasing attention, while the organization and operation of the State have undergone gradual reforms.

The 80th anniversary of the adoption of the first Constitution is an occasion to further promote the fundamental values of Viet Nam's constitutional tradition, stated To.

Three key orientations set out for ensuring consistent implementation of Constitution

To ensure the consistent implementation of the Constitution across legislative, executive and judicial activities, first of all, it is imperative to ensure that the Constitution is respected and strictly implemented, while proactively conducting research and proposing amendments to further improve it.

As the fundamental law of the State and the highest-ranking legal instrument, the Constitution must be observed in all legislative activities, the organization of the state apparatus and the exercise of state power.

All agencies and officials vested with authority must operate within the framework of the Constitution and law and hold accountable for fulfilling their assigned duties and exercising their delegated powers, noted To Lam.

Second, continue to promote the people's right to mastery while respecting, protecting and ensuring human rights and citizens' rights.

The people's right to mastery must be guaranteed through the participation in policymaking, oversight of public authorities and decision-making on matters as prescribed by the Constitution and law.

Third, continuously improve the quality of institutions and national policy decisions on the foundation of the Constitution to meet long-term development requirements.

Laws must create favorable conditions for responsible innovation and creativity, while controlling risks and avoiding unreasonable barriers to development.

When making important decisions on foreign affairs, the National Assembly must safeguard national interests, strengthen the country's capacity for self-reliance and legal foundations for international integration, and ensure the strict implementation of international commitments, To Lam stressed./.
