President Luong congratulated China on successfully organizing the celebration of the 80th anniversary of the world's victory over fascism and the Shanghai Cooperation Organization (SCO) Summit.
He expressed thanks to the Chinese General Secretary and President for sending a congratulatory message and dispatching a high-level delegation led by Chairman of the Standing Committee of the National People's Congress (NPC) of China Zhao Leji to attend the 80th anniversary of the August Revolution and Viet Nam's National Day (September 2), as well as sending a military contingent to take part in the military parade.
The guest expressed his belief that under the leadership of the Communist Party of China with Comrade Xi as the "core", the Chinese people will continue to grow stronger, become a modern socialist power, and make positive contributions to peace, cooperation, and development in the region and the world.
The Party and State of Viet Nam always consider the consolidation and development of Viet Nam–China relations as an objective necessity, a strategic choice, and a top priority in its foreign policy, noted the Vietnamese leader.
He called on the two sides to strengthen all-level delegation exchanges, particularly between key sectors such as diplomacy, defense, and security, enhance the effectiveness of theoretical research exchanges, promote practical cooperation, focusing on priority areas such as science and technology, innovation, training of high-quality human resources, and accelerate strategic transport connectivity with a focus on railway cooperation.
Luong emphasized the need to raise the level of high-quality investment and foster balanced and sustainable development in economic–trade, education, and tourism cooperation.
The State leader suggested both sides work to create a favorable environment for the bilateral relations, and boost people-to-people exchanges so that the peoples of both countries, especially the young generations, can better understand the tradition of Viet Nam–China friendship.
He urged the two sides to make greater efforts to manage and properly handle differences, put themselves in each other's position, and respect each other's legitimate and lawful interests, in accordance with international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982).
Xi, for his part, congratulated Viet Nam on successfully organizing the celebration of its 80th anniversary of the National Day.
The two countries should strengthen strategic cooperation, uphold international fairness and justice, and contribute to stability and positive momentum for peace and development in the region and the world, reiterated the host.
The Chinese leader voiced his advocate for Viet Nam in advancing socialism in line with its national conditions, and the nation's successful organization of the 14th National Party Congress.
Xi spoke highly of the Vietnamese President's cooperation proposals, stressing the need to promote high-level and other exchanges, step up the sharing of experience in Party building and state governance, and hold the meetings of the Steering Committee for Bilateral Cooperation and the 3+3 strategic dialogue mechanism.
The two sides should soon convene the first meeting of the Viet Nam-China Joint Railway Cooperation Committee, step up cooperation in emerging fields, effectively carry out activities under the Viet Nam–China People-to-People Exchange Year and effectively implement livelihood aid projects to bring concrete and practical benefits to their peoples, told the host.
The two leaders also exchanged views on international and regional issues of shared concern, and vowed to maintain cooperation at multilateral forums, while promoting peace, cooperation, and development in the region and the world./.
