The meeting took place following the two leaders' attendance at the 80th anniversary of the victory against fascism.
Luong expressed his delight at meeting with the Russian leader for the first time in his capacity as the President of Viet Nam.
He reiterated that the Party, State, and people of Viet Nam treasure the tremendous assistance that the former Soviet Union and today's Russian Federation have offered to the Southeast Asian country during the struggle for national liberation and reunification, as well as in the national development process.
President Luong conveyed the gratitude of the leaders of the Party, State, and people of Viet Nam to President Putin and the Russian people for their congratulations and for sending Russia's military honor guard to participate in the military parade celebrating the 80th anniversary of Viet Nam's National Day on September 2.
Viet Nam attaches great importance to its relations with Russia, consistently supports Russia's stable and strong development, and encourages its active and constructive role in the region and the world, while standing ready to promote ties between Russia and ASEAN, asserted Luong.
Luong expressed his confidence that under President Putin's leadership, the Russian people will continue to achieve even greater successes.
To further advance bilateral relations, Luong emphasized that Viet Nam welcomes Russian enterprises to explore new avenues of investment in industrial zones, as well as foster stronger collaboration in the fields of pharmaceutical production, information technology, and digital technology in Viet Nam.
Putin, for his part, emphasized that Russia values its traditional friendship and multifaceted cooperation with Viet Nam.
He extended congratulations to the Party, State, and People of Viet Nam on the occasion of the 80th anniversary of National Day (September 2), expressing his belief that Viet Nam will continue to achieve even greater accomplishments and make positive contributions to peace, cooperation, and development in the region and the world.
The two leaders pledged to strengthen political and diplomatic relations, effectively implement the agreements reached during President Putin's State visit to Viet Nam in June 2024 and General Secretary To Lam's official visit to Russia in May this year and enhance exchanges and contacts, particularly high-level delegations.
Both sides emphasized their determination to elevate economic, trade, and investment cooperation to match the political relations and the potential of each country.
They vowed to actively implement the Viet Nam–Russia comprehensive cooperation development plan till 2030, further open markets for each other's exports, speed up collaboration in oil and gas and energy, advocate the Vietsovpetro and Rusvietpetro joint ventures and accelerate negotiations on agreements in nuclear power cooperation.
The two sides affirmed to strengthen ties in the fields of defense and security, military collaboration, marine scientific research, cybersecurity, satellite internet control, and boost cooperation in healthcare, education and training, people-to-people exchanges, transport, and tourism.
They also reaffirmed their commitment to continue enhancing coordination and supporting each other at major international and regional forums, especially the United Nations and ASEAN./.
