Second round of amnesty scheduled for National Day

Speaking at a press conference on Tuesday, Pham noted that the amnesty policy is stipulated in Article 88 of the Constitution and governed by the 2018 Amnesty Law.

Eligible individuals include prisoners serving fixed-term sentences, those whose life sentences were commuted to fixed terms, and those with temporarily suspended sentences.

Over the years, the State has conducted numerous amnesty rounds, releasing hundreds of thousands of inmates who demonstrated good conduct, engaged in learning, and participated in productive labor. These efforts reflect the consistent policy of the Party and State to promote and protect human rights fairly and equally—even for those currently serving prison terms.

However, the President's decision outlines 14 categories of offenders who will not be eligible for clemency. These include individuals convicted of treason, espionage, subversive activities against the people's administration, violations of territorial security, riots, and acts of terrorism. Also excluded are those previously granted amnesty, individuals with two or more prior convictions, those currently under criminal investigation, and those who have reoffended after an earlier conviction.

For exceptional cases, the Government—together with the Supreme People's Court, the Supreme People's Procuracy, and other relevant agencies—will compile and submit detailed dossiers to the President for special consideration.

Deputy Minister of Public Security Le Van Tuyen noted that this is not the first time two rounds of amnesty are being granted in a single year. Similar instances occurred in 2009 (April 30 and September 2) and 2011 (January and September 2).
