The above figure was released at a press conference announcing the President's decision on amnesty in 2025, which was held in Ha Noi on March 4.
The time of serving for amnesty consideration will be counted until April 30, 2025, according to the decision, which clarifies that eligible prisoners include those are serving a fixed-term prison sentence, sentenced to life imprisonment that has been reduced to a fixed-term prison sentence, and those whose prison sentence is temporarily suspended.
Deputy Minister of Public Security Le Van Tuyen said, as of January 31, 2025, there were 197,158 inmates serving sentences in prisons and detention centers managed by police units and local authorities.
The expansion of policies for this year's special amnesty reflects the State's leniency and recognizes the achievements of the police forces in rehabilitation and education of inmates, he noted.
Based on previous amnesty results, those granted clemency have generally adhered well to the Party's guidelines, State policies, and laws, with a very low recidivism rate, Le emphasized./.
