In his keynote speech, President Luong highlighted Viet Nam's remarkable progress during nearly four decades of "Doi moi" (renewal), citing a stable socio-political environment, a dynamic and globally integrated economy, and strong international partnerships as the country's foundation for future growth.
Briefing about Viet Nam's goal of becoming a high-income, developed nation by 2045, the Head of State said Viet Nam needs decisive breakthroughs in institutions, infrastructure, and human resources, along with major reforms in lawmaking, innovation, digital transformation, private sector development, energy infrastructure, and human capital investment.
President Luong affirmed Viet Nam's balanced approach to global integration, combining domestic strength with external cooperation. He also showcased Viet Nam's potential in AI, digital technology, energy, biotechnology, and smart cities, inviting international partners to collaborate.
Regarding the Fourth Industrial Revolution, the State President urged APEC economies to promote responsible and inclusive AI development, ensuring shared benefits. He called on the region to enhance cooperation, narrow gap, and strengthen dialogue to maintain peace, stability, and sustainable growth.
He affirmed that amid profound changes and growing instability in the world, the Asia-Pacific region possesses both capacity and responsibility to play a pivotal role in ensuring global security and economic stability, while driving new growth engines in science, technology, and digital transformation.
To this end, the President suggested that the APEC economies should overcome their differences and work together to narrow gap and strengthen commonalities, so that the Asia-Pacific region can remain a region of peace, stability, dialogue, and cooperation, a region of economic integration, knowledge sharing, technology transfer, and shared responsibility.
Delegates praised Viet Nam's visionary and balanced perspective, especially its practical proposals for APEC's development and public–private partnerships in building an open, inclusive, and responsible AI ecosystem. Business leaders expressed confidence in Viet Nam's transformation and enthusiasm for future collaboration.
