The elections of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 tenure is seen as a major political event and a “day of great unity” where voters exercise their democratic rights to choose representatives

On September 18, Permanent Deputy Prime Minister Nguyen Hoa Binh signed Directive No. 28/CT-TTg on the organization of the nationwide general election, assigning specific tasks to ministries, agencies, and local administrations to ensure the elections are conducted in line with the law.

Specific duties

The Ministry of Home Affairs will assist the Government and Prime Minister in guiding ministries, agencies, and People's Committees at all levels in implementing election-related tasks under the direction of the National Election Council.

The Ministry of Culture, Sports and Tourism, in coordination with the Party Central Committee's Commissions for Information and Education and for Mass Mobilization, along with relevant agencies, will issue a plan for communications to raise public awareness about the significance of the elections.

The Ministry of Ethnic Affairs and Religions and the Ministry of Home Affairs will identify commune-level administrative units in mountainous, coastal, and island areas to determine the number of People's Council delegates to be elected. Results will be announced on the National Election Council's website and the National Assembly's portal (http://www.quochoi.vn) before November 1, 2025.

The Ministry of Science and Technology will guide the application of digital transformation and information technology in election activities.

The Ministry of National Defense and the Ministry of Public Security will prepare plans to safeguard political security, social order, and safety nationwide, with special focus on key and sensitive areas. The Ministry of Public Security will also coordinate with relevant ministries to prevent cyberattacks, ensure cybersecurity, and counter misinformation that could affect the electoral process.

The Ministry of Finance will allocate and manage funding for election activities, ensuring proper use and compliance with financial regulations.

People's Committees at all levels will secure infrastructure and facilities to guarantee the smooth and uninterrupted conduct of the elections.

The Prime Minister requested ministers, heads of agencies, and local leaders to rashly prepare for the elections, handle citizens' petitions, and promptly address complaints and denunciations related to the electoral process within their authority.

During the Nationwide General Election day, citizens aged 18 and above shall have the right to elect deputies to National Assembly (2026–2031 term) and delegates to People’s Councils at provincial, district, and commune levels for the same tenure.
