The Ha Noi People's Committee announced the master plan during the city's 2026 Investment Promotion Conference, held at the National Convention Center with the participation of around 1,200 delegates.

A separate exhibition at the Ha Noi Museum will remain open to residents and businesses, displaying the master plan through large-scale models, planning documents and multimedia presentations.

The exhibition includes a seven-meter-diameter master plan model incorporating the city's latest planning boundaries, a 1,200-square-metre gallery using 3D projection mapping to present future development scenarios, and displays tracing Ha Noi's urban expansion, land-use planning and infrastructure development over time.

A large-scale model of the plan highlights the Red River as the city's central development axis, reflecting its pivotal role in shaping Ha Noi's future urban landscape.

On the museum's first floor, visitors can explore a circular master plan model incorporating the latest planning boundaries and development proposals. The fourth floor, spanning approximately 1,200 square metres, serves as the main exhibition area, where a large-scale model is brought to life through 3D projection mapping technology, offering an immersive presentation of the capital's long-term development vision.

The exhibition also features planning drawings and architectural models of key projects across the city.

Visitors can watch a 3D documentary introducing the master plan and experience a trial version of Ha Noi's digital planning information system.

The museum also features architectural models of selected flagship projects, documentary films and a pilot digital planning information system allowing visitors to explore the city's development plans.

Ha Noi People's Committee Chairman Vu Dai Thang

Ha Noi People's Committee Chairman Vu Dai Thang described the conference as more than a conventional investment promotion event, saying it marked the beginning of a new stage in the capital's development.

He said it was the first large-scale investment promotion conference held by Ha Noi in many years and the first to take place under a new policy framework that includes resolutions issued by the Communist Party's central leadership, the 2026 Capital Law and the newly announced 100-year master plan.

"The significance of this conference goes beyond investment promotion," Vu said. "It represents an important milestone in Ha Noi's socio-economic development."

Tran Quang Tuyen, deputy director of Ha Noi's Department of Planning and Architecture, said the master plan should be viewed as a strategic framework rather than a detailed implementation blueprint.

He said the plan establishes broad spatial development directions, including growth zones, major urban centers, economic development corridors, strategic transport infrastructure and the overall framework for urban and rural development.

Detailed planning, land-use zoning and individual construction projects will be developed during subsequent district-level planning and project implementation stages, he added.

At the event, the city granted investment policy approvals and investment registration certificates for a number of projects across Ha Noi, while also signing memoranda of understanding with domestic and international corporations and economic organisations./.
