Ha Noi strives for annual GRDP growth of 11% over next six years
VGP - Ha Noi aims for an average GRDP growth rate of at least 11 per year during the 2026–2030 period, according to the Resolution adopted at the city's 18th Party Congress.

The capital city targets to raise GRDP per capita to over US$12,000 by the end of this decade. Digital economy and cultural industry are expected to account for 40 percent and around 8 percent, respectively over the next six years.
The city aims for a Human Development Index (HDI) of around 0.88, a trained workforce ratio of 80 percent or higher, of whom 60 percent hold degrees or certificates. Labor productivity is expected to reach over VND640 million (US$24,000) per worker.
In terms of urban development and the environment, Ha Noi strives to achieve an urbanization rate of 65–70 percent, ensure public transport meets at least 30 percent of residents' travel demand, and complete 120,000 social housing units.
The green space area is targeted to reach at least 10 square meters per person, and 100 percent of solid waste will be collected and treated, with less than 10 percent disposed of by landfill.
Additionally, the urban domestic wastewater treatment rate is expected to reach 70 percent, while in rural areas it will reach 40 percent.
To achieve these goals, Ha Noi is developing its 2026–2030 five-year development plan based on the principles of rapid yet sustainable growth, ensuring macroeconomic stability, controlling inflation, and maintaining key economic balances.
The city aims to establish a new growth model, restructure the economy, develop the private sector, and accelerate industrialization and modernization, with science, technology, innovation, and digital transformation serving as the main driving forces.
Ha Noi will focus on developing high-quality human resources, improving the material and spiritual well-being of its people, and ensuring social welfare.
The development orientations of sectors, industries, and localities will be aligned with national and city-level strategies and plans, ensuring regional connectivity and promoting Ha Noi's role as a growth pole and driving force of the national economy./.
