Ha Noi pioneers in digital transformation journey
VGP - Ha Noi is emerging as a pioneer in Viet Nam’s digital transformation journey, affirming the city’s vision to become a leading innovation hub in Northern Viet Nam.

Specifically, the city was ranked first in the 2024 Provincial Digital Transformation Index (DTI) released by the Ministry of Science and Technology on October 21, for its digital transformation efforts.
Ha Noi took the lead in four core indicators, including digital awareness, digital institutions, digital economy, and digital society.
The annual DTI assessment of ministries and provinces has been conducted since 2020 by the Ministry of Information and Communications, now reorganized under the Ministry of Science and Technology.
This evaluation follows the "Digital Transformation Index of Ministries, Government Agencies, Provincial and Municipal Governments, and the Nation (DTI)" framework.
The aim is to objectively and comprehensively track digital transformation results each year across ministries, sectors, localities, and nationwide, as part of the National Digital Transformation Program.
Meanwhile, in the Provincial Innovation Index (PII) 2025, a comprehensive tool designed to measure the innovation capacity of provinces and cities nationwide, Ha Noi was also placed at the top of the ranking.
It marked the third consecutive year the capital has maintained its leading position.
With 18 of 52 indicators ranked first nationwide, the city's performance reaffirms its role as the country's innovation hub and a driver of socio-economic transformation.
Besides, the capital city secured the top spot in the Viet Nam E-Commerce Business Index 2025 (EBI 2025) report released by the Viet Nam E-Commerce Association (VECOM).
According to the report, Ha Noi leads the 2025 ranking with 74.7 points. The index was developed based on surveys of thousands of businesses across the country.
Strategic move to make Ha Noi regional innovation hub
Vice Chairman of the municipal People's Committee Truong Viet Dung said, a series of applications and platforms have been strongly implemented in the city, such as the Digital Capital Citizen app iHaNoi, e-health records, issuance of judicial record certificates via the VNeID, and the interconnected data system for taxation, land, and banking, all of which help citizens access public services quickly, safely, and transparently.
Around 99.5 percent of local businesses have used electronic tax filing services while 99.1 percent of those pay taxes electronically.
Ha Noi currently has more than 5,000 community digital technology groups with around 30,000 members active in communes, wards, and towns.
The city's digital economy currently accounts for nearly one-fourth of its GRDP, with a target of reaching 30 percent by 2025 and 40–50 percent by 2030, equivalent to US$50–60 billion.
Not only focusing on digital transformation in administration, Ha Noi is also pursuing an "AI First" orientation, prioritizing the application of AI across all sectors, governance, education, healthcare, economy, and public services, which is considered a strategic move to make the capital a regional innovation hub.
Currently, the city is home to 148 science and technology enterprises, accounting for 21 percent of the national total, along with numerous key projects.
Ha Noi is committed to improving its data infrastructure and framework, expanding user-friendly digital services, and ensuring a safe and reliable digital environment where citizens can learn, innovate, and thrive within a secure digital space.
