Gov't renews list of key energy projects

VGP - The Government has renewed the list of key energy projects, according to Decision No. 2634/QD-TTg dated December 2, 2025 signed by Deputy Prime Minister Bui Thanh Son.

The Government approves the list of over 80 key energy projects

These include:

(i) 32 power generation projects, including 21 thermal power plants, nine hydropower plants, and two offshore wind power projects;

(ii) Seven LNG-fueled power projects;

(iii) Seven projects under the gas-to-power project chains;

(iv) Several transmission line and substation projects, (including 12 projects for grid connection and power evacuation, 8 projects to enhance electricity imports, and 14 projects to strengthen transmission capacity and ensure power supply for major load centers);

(v) One petrochemical refining project (the Dung Quat Refinery Upgrade and Expansion Project);

(vi) Three inter-regional renewable energy industrial and service center projects in the South-Central and Southern regions, including a high-voltage underground cable (HVDC) manufacturing plant serving renewable energy projects; the Renewable Energy Industrial and Service Center Project in Ho Chi Minh City; and the Renewable Energy Industrial and Service Center in Khanh Hoa.

Decision 2634 takes effect from December 2, 2025, and replaces Decision 270/QD-TTg, dated April 2, 2024.

Deputy Prime Minister Bui Thanh Son underlined the urgent need to accelerate the progress of energy projects to meet the country's development goals and ensure national energy security in the coming years while chairing a meeting in Ha Noi on October 2. These projects are expected to achieve a GDP growth rate of over 8 percent in 2025 and maintain double-digit growth in the following years, the electricity sector must grow at a rate 1.5 times higher than GDP growth, equivalent to around 8,000 MW per year. This is a significant requirement to support high-tech industries, semiconductor manufacturing, digital transformation, and the construction of national data centers.

On November 5, Prime Minister Pham Minh Pham Minh Chinh decided to formulate the State Steering Committee on key programs, works, and projects in the energy sector, led by Deputy Prime Minister Bui Thanh Son. 

The Politburo issued Resolution 70-NQ/TW, dated August 20, 2025 setting a long-term strategy for national energy security until 2030 with a vision to 2045. The landmark policy positions renewable and clean energy at the forefront, paves the way for a competitive electricity market, and aims to draw investment from all social sources./.
