The bills brought to discussion included amendments to the Personal Income Tax Law, the Law on High Technologies, the Law on Technology Transfer, the Intellectual Property Law, and the Law on Treaties.

The Cabinet also debated amendments and supplements to 10 laws related to security and order, the Law on Protection of State Secrets, as well as proposed changes to 15 laws on agriculture and environment, and the Press Law.

The Prime Minister directed ministries and agencies to swiftly address regulatory "bottlenecks" in 2025 in line with the Politburo's Resolution 66/NQ-TW, which sets out an economic growth target of 8.3–8.5 percent for 2025 and aims for double-digit growth in the following years. He emphasized that institutional reform is one of the three strategic breakthroughs essential for sustaining long-term growth.

Since the beginning of this term, the Government has held 42 thermatic sessions on law-making, reviewing nearly 80 draft bills and resolutions. In just August and September, it prepared 113 submissions for the National Assembly (NA), including 47 draft laws and resolutions slated for consideration at the upcoming 10th session of the 15th legislature.

Looking ahead, the Government plans to submit around 112 reports and documents to the NA, with nearly half comprising draft laws and resolutions, underscoring its commitment to advancing legislative reforms and supporting the nation's development goals./.
