Gov’t aims to perfect legal framework for digital transformation in 2025

VGP - The Government tasked ministries and sectors with completing the legal framework for digital transformation, data systems, personal data protection, and electronic identification in 2025, which is considered the most critical foundation for the national digital transformation agenda.

The Government targets to finalize legal framework for digital transformation in 2025

Regarding institutional development, the Ministry of Public Security (MoPS) has been assigned to submit a decision on the overall national data architecture, data governance and management framework, and a shared data dictionary, in line with the requirements of decentralization and delegation of authority in state management, by August 2025. The MoPS is also responsible for coordinating with the Ministry of Science and Technology to draft a decree mandating data sharing among entities within the political system.

Priority will be given to the completion and implementation of 11 key national and sectoral databases that directly support administrative procedure reform and address the practical rights and obligations of citizens and businesses. 

Adequate resources will be allocated to ensure these databases are completed by 2025. They include: the National Land Database, the National Finance Database, the Education and Training Sector Database, the Civil Status Database, the Health Sector Database, the Goods Database, the National Database on Construction Activities, the National Database on Asset and Income Control, the National Database on Handling of Administrative Violations, the Agriculture Sector Database and the National Social Security Database.

The Ministry of Science and Technology is in charge of developing the Viet Nam Digital Government Architecture Framework which will ensure connectivity, synchronization, and interoperability among the Party, the State, the Viet Nam Fatherland Front, and socio-political organizations, in accordance with the new two-tier local government system, also by August 2025.

The Government also agreed to establish a National Steering Committee on Databases, led by the Prime Minister.

Earlier, in 2024, Viet Nam made significant progress by launching the National Population Database, enabling seamless data integration across 18 ministries and 63 localities. Over 20 million electronic ID cards were issued, 8 million accounts were registered for accessing the Online Public Service Portal, and more than 14 million citizen records were integrated into the Electronic Health Book.

According to the United Nations E-Government Survey released in September 2024, Viet Nam rose to 71st place out of 193 countries and territories, up 15 spots compared to 2022. This achievement reflects the country's strong progress toward its e-government goals./.
