In the coming period, it is essential to improve productivity, quality of human resources, science and technology, and innovation, which must be placed at the center of the development strategy and regarded as the key conditions for overcoming the middle-income trap and sustaining high, sustainable growth, emphasized the Party leader.
To said, Viet Nam needs to restructure the economy toward a green, digital, and circular manner while taking science and technology, innovation, and digital transformation as new drivers of growth and factors to renew traditional growth drivers.
The Party chief suggested studying mechanisms for the controlled dissolution of weak banks, and allowing the establishment of new banks and microfinance institutions, in order to enhance the competitiveness, safety, and diversity of the financial system.
He underscored the need to develop digital government, digital economy, and digital society, create a more enabling environment for breakthrough development of the private sector, and facilitate large private conglomerates' participation in critical infrastructure, high technology, and strategic sectors.
In 2026, the nation should focus on resources on strategic and breakthrough infrastructure projects, especially railways, airports, seaports, energy, and digital infrastructure, proposed the Party chief.
To also demanded inferior levels to ensure energy security, particularly clean energy, promptly roll out key energy projects, expand 5G coverage, develop data centers, integrate more deeply into high-tech value chains, and strive to commence construction of semiconductor chip manufacturing projects.
Regarding social security issue, the Party chief ordered building more than 110,000 social housing units in 2026 in order to achieve the goal of building one million units by 2028, and constructing 248 multi-level schools at border communes./.
