Framework of national action plan targets to boost circular economy

VGP - The Ministry of Natural Resources and Environment (MNRE) is developing a framework of national action plan on circular economy (CE) with the ultimate goals of effective usage of natural resources, prevention of climate change, reduction of environmental population and degradation.

Key goals

The action plan will focus on key tasks and solutions to regulate provisions of the Law on Environmental Protection 2020, especially regulations on obligations of producers and distributors in classification and recycling of disposal waste products based on market volume, project management in line with life circle, and set up a roadmap for the application of environmental regulations and standards. 

It will also introduce measures, preferential mechanisms and policies to promote environmental industry including recycling industry and develop the market for the exchange of by-products and waste products so that garbage and waste become secondary resources in the closed-loop system.

Criteria on green public procurement will be released. Products derived from recycled materials will be used.

The draft action plan will regulate a roadmap to replace products which use hazardous materials and single-use products (like plastics, plastic bags) with environmentally friendly fuels and materials and products.

It will also develop urban areas, industrial zones, processing zones, and thermal power centers towards circular economy, no waste emissions, emissions and wastewater discharging.

In addition, the document will facilitate businesses to access to financial and technical resources on CE and raise sense of awareness among business community and people on CE.

Renewable energy policy planning

In Viet Nam, clean energy has become a new factor. 

The government also demonstrated a strong dedication to tackle sustainable development and climate change at the Conference of the Parties (COP26) with its commitment to achieving net-zero carbon emissions by 2050.

In the short term, by 2030, the Government issued Decree 06/2022/ND-CP on mitigation of greenhouse gas emissions in Viet Nam. Accordingly, facilities emit more than 3,000 tons of carbon dioxide (CO2) will have to conduct GHG inspections from 2023 and develop plans to mitigate greenhouse gas emissions from 2025. 

Relevant ministries namely Industry and Trade, Transport, Agriculture and Rural Development, Construction, Natural Resources and Environment are in charge of composing guiding documents to supervise greenhouse gas emissions.

The Government also assigned the Ministry of Natural Resources and Environment to pilot and operate the carbon market in a bid to support for the transition to a low-carbon economy.

Up to now, the total installed capacity of renewable energy sources in Viet Nam has reached about 20.7GW, accounting for more than 27 percent of the total installed capacity of the power system. In 2021, electricity output from renewable energy sources valued 30 billion kWh./.
