According to the agreement, VINALINES and VNR will join hands in building a railway network linking the ports of Cái Mép-Thị Vải (Bà Rịa-Vũng Tàu), Hiệp Phước (Hồ Chí Minh City), Vân Phong International Entrepot (Khánh Hòa), Lạch Huyện and Đình Vũ international gateway ports (Hải Phòng) and Cái Lân (Quảng Ninh).

The two corporations will also invest in inland container depots (ICD) at major economic zones throughout the country through founding a railway network for commodity transport.
