The strategy aims to create and widely spread a wave of innovative entrepreneurship across society, based on science, technology, and digital transformation.

It seeks to make innovative startups a key driver of socio-economic growth, improve living standards, promote industrialization and modernization, enhance national self-reliance, and ensure rapid and sustainable national development.

Accordingly, by 2030, the total number of business entities will reach five million. At least 10,000 innovative startups and 300 innovation spaces, centers, and clusters nationwide will be set up.

Viet Nam will be ranked among the top 40 countries in the Global Innovation Index (GII), and among the top 45 countries in the global startup ecosystem index.

The nation will have at least five startups valued at US$1 billion or more and the venture capital market size will reach US$1.5 billion.

By 2045, one among 10 people in Viet Nam will engage in entrepreneurship, with the ratios of one enterprise per 35 people, and about one innovative startup per 5,000 people.

Viet Nam will be ranked among the top 30 countries globally in innovation and startup ecosystems, have at least 100 startups valued at US$100 million or more. Venture capital market size will hit US$10 billion.

The Southeast Asian nation secured the 44th position out of 139 economies in the GII 2025, released by the World Intellectual Property Organization (WIPO) in September last year./.
