Viet Nam passes law banning e-cigarette, heated tobacco businesses

VGP - Viet Nam will official ban on investment and business activities related to e-cigarettes and heated tobacco from 2026, according to the amended Investment Law approved by the National Assembly on December 11.

The National Assembly passes the amended Investment Law, Ha Noi, December 11, 2025

Besides, the law prohibits investment and business activities in such areas as trading narcotic substances; trading certain chemicals and minerals; trading specimens of wild flora and fauna taken from nature; prostitution; human trafficking and the trading of human tissues, bodies, body parts, or fetuses; business activities related to human cloning; trading explosive fireworks; debt collection services; trading and purchasing national treasures; and export of relics and antiques.

Investment projects that manufacture e-devices for e-cigarettes and heated tobacco in Viet Nam solely for export must be registered or approved by competent state authorities before January 1, 2025.

The law shall take effect on March 1, 2026, except for several provisions that become effective on January 1, 2026, and July 1, 2026./.
