Each ministry, sector, and locality should establish at least one innovation center, he proposed, adding that innovation must be linked with sustainable development and international integration.
The State plays an enabling role by creating institutions, establishing digital infrastructure standards, open data, and convenient digital public services while research institutes and universities provide knowledge and training aligned with market needs, and enterprises serve as the center of innovation, placing R&D in a strategic position, To stressed.
