Viet Nam calls for early ratification of Ha Noi Convention

VGP - Viet Nam called on countries that have not yet signed or ratified the United Nations Convention against Cybercrime (the Ha Noi Convention) to swiftly complete the necessary procedures so the treaty can enter into force and bring tangible benefits to global efforts against cybercrime.

The call was made by Ambassador Vu Le Thai Hoang, Permanent Representative of Viet Nam to the UN and other international organizations in Vienna, while he led an inter-agency delegation from the Ministry of Foreign Affairs and the Ministry of Public Security to the first meeting of the ad hoc committee on rules of procedure for the convention's implementation.

Held in Vienna from January 26 to 30, the meeting marked the committee's first session since the convention was opened for signature in Ha Noi in October last year.

Ambassador Vu reaffirmed Viet Nam's consistent support for cooperation and consensus throughout both the negotiation and implementation of the convention. He called on participating delegations to engage in constructive and flexible discussions to promptly adopt the rules of procedure, laying a firm foundation for the convention's effective implementation.

Viet Nam is actively completing its domestic procedures and has committed to ratifying the convention at the earliest possible time, added the diplomat.

As part of the meeting's agenda, Viet Nam on Monday co-hosted a seminar with the Inter-Parliamentary Union (IPU), the International Criminal Police Organization (INTERPOL), and the United Nations Office on Drugs and Crime (UNODC) on promoting the universalization and effective implementation of the Ha Noi Convention.

In his opening remarks, Ambassador Vu stressed that following the landmark signing of the convention in Ha Noi, the current priority is to ensure its effectiveness in practice. Beyond signing and ratification, he said, implementation requires strengthening national legal frameworks, enhancing institutional capacity, and fostering sustained international cooperation.

He also underscored Viet Nam's appreciation for the complementary roles of organizations such as the IPU, INTERPOL and UNODC in legislative support, law enforcement cooperation, international coordination, and capacity-building. The ambassador reaffirmed Viet Nam's commitment to actively contributing to global efforts to promote the universal adoption and effective implementation of the convention, particularly through initiatives supporting technical assistance and capacity-building for developing countries.

Ha Noi Convention has been open for signature since October 2025. The document targets to prevent cybercrime, facilitate international cooperation, strengthen legal frameworks, and enhance capacity-building, especially for developing countries. The convention is designed to provide a universal legal framework to address cybercrime, promote cooperation among countries, and respond more effectively to challenges posed by digital technologies./.
