Viet Nam and Singapore to sign Action Plan for Comprehensive Strategic Partnership

At the meeting, the two Foreign Ministers commended the completion of the Action Program to materalize the Viet Nam–Singapore Comprehensive Strategic Partnership, which sets out development orientations for bilateral relations over the next five years.

The Action Program is expected to be signed during the event in the presence of the two countries' Prime Ministers.

Both sides expressed satisfaction with the strong progress in economic cooperation and agreed to further promote high-level and all-level exchanges, effectively carry out existing cooperation mechanisms, and consider establishing new ones, including through Party channels. 

The pair emphasized the need for close inter-agency coordination to follow up on recent high-level agreements, particularly the Green–Digital Economic Partnership and the Economic Connectivity Agreement.

The ministers agreed to upgrade the Viet Nam–Singapore Industrial Parks (VSIPs) toward greener and smarter models, and continue close cooperation in areas such as high-quality human resource development and smart city initiatives. They also reaffirmed continued mutual support at multilateral forums.   

Both sides pledged to deepen cooperation on issues of shared concern, uphold ASEAN's common stance on the East Sea, fully implement the Declaration on the Conduct of Parties (DOC), and work toward an effective, substantive Code of Conduct (COC) consistent with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

On this occasion, Le thanked Singapore for its emergency humanitarian support to northern Vietnamese provinces affected by recent storms and floods.

Viet Nam and Sinapore agreed to elevate their relations to a Comprehensive Strategic Partnership on March 12, 2025 during the summit meeting between General Secretary To Lam and Prime Minister Lawrence Wong in Singapore on the occasion of special events of the two nations, including the 80th anniversary of Viet Nam's National Day and the 60th anniversary of the Independence Day of Singapore. The two leaders agreed to chart major directions and tasked their ministries and agencies to develop an action program to implement the newly upgraded Comprehensive Strategic Partnership./.
