National Assembly (NA) Chairman Tran Thanh Man attended the ceremony announcing Ha Noi's 100-year Master Plan and the 2026 Investment Promotion Conference on the morning of June 29.

Making institutions a strong driver of development

Addressing the conference, NA Chairman Tran Thanh Man said Ha Noi has made significant strides in recent years by implementing major infrastructure projects, accelerating economic growth, improving the investment climate, and enhancing the city's urban landscape. These efforts have contributed to realizing the capital city's development strategy toward a green, smart, modern, and sustainable metropolis, meeting the requirements for rapid and sustainable development in the new period.

The announcement of Ha Noi's 100-year Master Plan is not merely the publication of a planning document, but also a strong message of action and political determination to translate Party resolutions into reality, in line with the guideline of General Secretary To Lam: "Ha Noi says what it does, acts swiftly, acts correctly, acts effectively, and follows through to the end."

The top Vietnamese legislator noted that Viet Nam is implementing comprehensive reforms with a renewed governance mindset and approach. In this context, the National Assembly has focused on improving the legal framework to establish a transparent, stable, business-friendly, and predictable investment environment. A series of important laws, along with special mechanisms and policies, have been promulgated or amended to remove bottlenecks, unlock resources, strengthen decentralization coupled with oversight, reduce compliance costs, and create the most favorable conditions for people and businesses to engage in production and business activities.

The legislature is continuing to institutionalize the Party's major policies in a timely and comprehensive manner through a synchronized, feasible, and modern legal system, ensuring that institutions become a strong driver of development. At the same time, it is working to foster a fair and transparent investment environment while safeguarding property rights, the freedom to conduct business, and the lawful rights and interests of investors in accordance with the Constitution and laws.

Ha Noi holds a particularly important position in terms of economy, culture, national defense, security, and foreign affairs, he noted.

The capital city is not only the country's political and administrative center, but also a major hub for culture, education, science and technology, innovation, and international integration, serving as a key growth pole for the Capital Region, the Red River Delta, and the nation as a whole.

With the Capital Law taking effect on July 1, 2026, Ha Noi will be granted a range of special mechanisms in administrative decentralization, resource mobilization, infrastructure investment, urban development, science and technology, and investment attraction. This presents a historic opportunity for the capital to make a breakthrough and successfully implement its 100-year Master Plan.

The Party, State, National Assembly, and Government highly appreciate Ha Noi's thorough and well-prepared planning process. The Master Plan, developed in accordance with the Capital Law and the National Master Plan, ensures regional connectivity, continuity, and strong legal validity, making it an important component of the national development strategy. A modern, integrated, and sustainable Ha Noi will generate new momentum for the Capital Region and contribute even more significantly to the country's overall development.

Turning the master plan into concrete programs and projects

To realize the long-term vision, the NA Chairman stressed that Ha Noi's Party organization, authorities, and people must recognize that a master plan only has value when effectively implemented.

Ha Noi should continue to capitalize on its thousand-year heritage and its role as the nation's political and administrative center by swiftly translating planning orientations into concrete programs, projects, and works, while using implementation effectiveness and improvements in people's living standards as key indicators of governance performance.

The city should prioritize strategic projects in infrastructure, transport, digital transformation, innovation, green development, and high-quality human resources. It should also make full use of the special mechanisms and policies adopted by the National Assembly, continue improving the investment and business environment, and build a modern, professional, and service-oriented administration.

The NA Chairman also called on the Government, ministries, central agencies, and relevant authorities to continue working closely with Ha Noi in implementing special mechanisms and policies, promptly addressing institutional bottlenecks and ensuring consistency in execution.

All policies adopted by the National Assembly must be implemented effectively and translated into tangible results, while all allocated resources must be used for the right purposes, in accordance with the law, for the country's development and the people's well-being.

He expressed hope that domestic and foreign businesses and investors would continue placing their confidence in Viet Nam and Ha Noi through long-term, responsible investment in compliance with the law, aligning corporate interests with national interests and the sustainable development of the capital. Viet Nam always considers the success of the business community one of the key drivers of economic growth and competitiveness.

The National Assembly, he affirmed, will continue accompanying Ha Noi by listening to practical feedback to further improve the legal system in a stable, transparent, and business-friendly manner, providing a solid legal foundation for enterprises to invest, innovate, and develop over the long term in Viet Nam. 

It will also continue enhancing the quality of legislation, supreme oversight, and decision-making on major national issues, while strengthening supervision over the implementation of National Assembly resolutions, particularly those related to decentralization, infrastructure development, innovation, digital transformation, and private sector development.

Expressing confidence in Ha Noi's future, Tran said that with its thousand-year cultural heritage, heroic tradition, aspiration for development, and determination to innovate, the capital will further consolidate its role as the country's leading growth engine, generating stronger spillover effects for the Capital Region and the nation, while becoming an attractive destination for investors and a hub for talent, technology, resources, and new development ideas./.
