Top leader urges Ha Noi to develop rapidly with quality, identity and livability

The General Secretary and President made the request while meeting with voters from 10 wards in Election Constituency No. 1 of Ha Noi on September 27 ahead of the second session of the 16th National Assembly.

At the meeting, he thanked voters for their candid and responsible opinions and briefed them on major developments in the country, noting that 2026 is the first year of implementing the Resolution of the 14th National Party Congress, as well as the first year of the 16th National Assembly's tenure and the State apparatus's 2026–2031 term.

The top leader stressed the need to eliminate any gap between resolutions and action, and between decisions and tangible results in daily life.

He said laws must not only serve management but also facilitate development, while outdated and inappropriate regulations must not become obstacles to growth.

He called for prompt action to remove bottlenecks, unlock and mobilize resources for national development, and at the same time safeguard the lawful and legitimate rights and interests of the people.

According to the leader, economic growth must ultimately be reflected in people's lives and measured by tangible improvements, including better jobs and incomes, quality schools and hospitals, suitable housing, a cleaner environment and more responsive public services.

Development cannot be regarded as complete if legitimate concerns and difficulties in people's daily lives remain unresolved, he stressed.

Against this backdrop, he asked Ha Noi to take the lead in setting new development standards.

The capital must modernize while preserving its cultural identity and historical values, and pursue strong development without losing the distinctive character, cultural heritage and landscapes that define Ha Noi.

Ensuring transparency in planning and land management

Regarding planning, land policies and major projects, General Secretary and President To Lam said Ha Noi is entering an important development period, with its long-term master plan being concretized through projects that could shape the capital for decades to come.

He urged municipal authorities to maintain close dialogue with residents, provide adequate and timely information, and carefully consider legitimate opinions from people, experts and scientists.

Land acquisition, compensation, support and resettlement must be carried out transparently and in a manner that balances the interests of the State, businesses and people, he said.

He also called for fundamental improvements in land management so that land can be effectively mobilized as a development resource while the legitimate rights and interests of the people are protected.

Bringing government closer to the people

On grassroots administration, the General Secretary and President called for decisive action to remove bottlenecks and urged municipal authorities to seriously review voters' feedback and thoroughly address difficulties facing grassroots administrations.

He noted that streamlining the administrative apparatus does not mean applying uniform staffing levels across all localities.

Decentralization must go hand in hand with adequate personnel, resources, data and accountability, while matters that can be handled locally should be resolved at the grassroots level, he said.

The best way to serve the people is to stay close to them, understand their concerns and address their legitimate needs, the leader stressed.

He said the effectiveness of grassroots administration should ultimately be measured by whether people have to make fewer trips, receive public services more quickly and have their petitions handled clearly and promptly.

Improving education, healthcare and social welfare

Regarding education and healthcare, General Secretary and President To Lam said implementation must be assessed through tangible outcomes for the people.

Primary healthcare should serve as the first point of care, while education and vocational training should be aligned with social and labor-market demand, supported by technology and data connectivity between grassroots and higher-level facilities.

Social and resettlement housing should not merely provide accommodation but ensure stable, convenient and decent living conditions for residents, he said.

The leader also called for a shift from ad hoc responses to environmental problems toward regular governance and prevention, with data, monitoring systems and public information used to manage pollution effectively.

Food safety must be ensured throughout the entire production and distribution chain, with stronger traceability and strict handling of violations, he added.

The General Secretary and President expressed his belief that, drawing on its thousand-year cultural heritage, abundant resources and the aspirations of its Party organisation, authorities and people, Ha Noi will translate major policies into concrete results and develop not only rapidly, but also with quality, a distinctive identity and greater livability./.
