Ha Noi launches, inaugurate 17 flagship projects worth over US$15 billion on 81st National Day

Of the 17 projects, 11 have been inaugurated or technically opened to traffic, with total investment of about US$515 million. The remaining six projects have a combined investment of approximately US$14.75 billion.

These projects cover key areas including transport infrastructure, railways, water supply and drainage, urban renovation and redevelopment, and the renovation and enhancement of the West Lake area.

Chairman of the Ha Noi People's Committee Vu Dai Thang said that the 17 projects are closely aligned with two major priorities pursued by the capital city: addressing pressing infrastructure requirements and creating new development capacity and space for Hanoi in the coming years.

Two railway projects strengthen regional connectivity

Among the six projects breaking ground is Component Project 2 of Ring Road 3.5, running from Phuc La-Van Phu to the Phap Van-Cau Gie Expressway.

The project has total investment of approximately US$216 million and a length of about 10.7 km. It will comprise six motor-vehicle lanes and two parallel frontage roads, running from Kien Hung Ward to the intersection with the Phap Van-Cau Gie Expressway and connecting with Ngoc Hoi Bridge. The project is scheduled for completion in 2027.

The Eastern Ring national railway section from Ngoc Hoi to Kim Son has total investment of approximately US$1.07 billion. The project will build a double-track railway with a gauge of 1,435 mm. The main Thuong Tin-Kim Son section will be about 31.36 km long, with an additional branch of approximately 3 km connecting to Ngoc Hoi.

Meanwhile, the project to realign the Hanoi-Ho Chi Minh City railway between Phu Xuyen and Ngoc Hoi has total investment of approximately US$478 million.

The realigned section will be about 26.5 km long, together with a roughly 3-km connection from Ngoc Hoi to the Bac Hong-Van Dien ring railway. Three new stations will be built along the realigned 1,000-mm-gauge line, including Ngoc Hoi station as a passenger hub, Thuong Tin station as a freight hub and Phu Xuyen station as a passing station.

The two railway projects are expected to improve connectivity, expand development space, strengthen links between economic corridors and enhance logistics capacity in Hanoi and the northern region.

Large-scale urban development projects

The Vinh Hung urban renovation, upgrading and redevelopment project is among the largest in terms of investment, with total capital of approximately US$7.14 billion and a study area of about 447 hectares.

Of this area, approximately 206.1 hectares will be devoted to urban renovation and redevelopment, while 240.9 hectares will be allocated to urban upgrading and improvement.

The project is one of three major non-budget-funded projects selected by Ha Noi as flagship projects to be launched on the occasion of the September 2 National Day.

At the southern gateway of the capital, the multi-purpose urban development project in Binh Minh and Tam Hung communes has total investment of approximately US$4.27 billion, covering about 599.6 hectares and designed for a population of approximately 105,087.

Scheduled for completion in 2030, the project is expected to provide resettlement housing and facilitate land clearance for major projects, while increasing the supply of social and commercial housing for residents of Hanoi and neighboring areas.

Comprehensive development of West Lake

Another major project launched on this occasion is the renovation and enhancement of the West Lake area and development of its lakeside scenic road, with total investment of approximately US$1.16 billion.

The project will be implemented under a public-private partnership through a Build-Transfer (BT) contract.

Its study area covers approximately 567.75 hectares, including 520.90 hectares of West Lake's water surface and 46.85 hectares of land.

The project includes renovation and upgrading of approximately 13.5 km of roads around West Lake, together with squares, viewing platforms, scenic bridges, boat piers, parks, flower gardens and underground parking facilities integrated with commercial services. Environmental protection infrastructure will also be developed.

Chairman Vu Dai Thang emphasized that West Lake is an area of exceptional landscape, environmental, historical and cultural value for Hanoi.

Therefore, investment in the area should be carried out in a comprehensive manner rather than focusing solely on upgrading roads or adding individual facilities.

"The goal should be to improve the lakeside environment, upgrade infrastructure and public spaces, protect the environment and better promote West Lake's distinctive values, enabling residents and visitors to more easily access, use and enjoy the area," Thang said.

Mobilizing resources for Ha Noi's development

According to the Ha Noi People's Committee Chairman, a notable feature of the 17 projects is the large scale of private and other non-state resources mobilized for the capital's development.

The projects have combined investment of approximately US$15.27 billion, including about US$13.06 billion in non-budget funding, concentrated mainly in the West Lake, Vinh Hung and Binh Minh-Tam Hung projects.

For the 11 inaugurated or technically completed projects, Thang requested relevant agencies and units to put them into coordinated operation as soon as possible so that they can deliver tangible benefits to residents and contribute to the capital's development.

For the six newly launched projects, he asked relevant agencies and investors to ensure careful implementation from the outset, proactively address difficulties and obstacles, and enhance their responsibility in performing assigned tasks.
