Top leader calls for strong innovation in law-making
VGP – General Secretary and President To Lam has called for strong innovation in law-making to encourage creativity and unlock all resources for national development.
Addressing the opening ceremony of the National Assembly's 8th working session on Monday morning, the top Vietnamese leader underscored the need to ensure long-term stability of legal provisions.
From that perspective, laws approved by the National Assembly shall only regulate framework and fundamental issues while other issues shall be decided by the Government and local authorities to ensure the flexibility in governance.
To also called for further clarifying the supreme supervisory role of the National Assembly to avoid overlapping responsibilities with other State agencies while continuing to improve the quality of parliamentary hearings.
He urged the National Assembly to further improve the quality and effectiveness of law-makers in performing their duties and powers, considering it as one of the key solution to innovate the performance of the legislative body./.
