Science and technology diplomacy must become regular task: Top leader

The leader stressed the need to elevate Viet Nam's multilateral diplomacy and implement international integration in a comprehensive, coordinated, and effective manner.

Viet Nam should give priority to mobilizing resources for science and technology, innovation, digital transformation, private-sector development, and improving the quality of foreign investment, he noted.

The top leader stated that the nation should selectively attract high-tech projects in areas such as semiconductors, artificial intelligence, digital infrastructure, clean energy, biotechnology, and modern agriculture.

Investment should be linked to technology transfer, workforce development, and the participation of Vietnamese enterprises in global value chains, he added.

It is necessary to build networks of technology partners, enhance connectivity between research institutes, universities, businesses, and experts, and bring appropriate knowledge and technologies into the country.

To Lam called for paying attention to works related to overseas Vietnamese communities, cultural diplomacy, external communications, consular affairs, and citizen protection.

The top Vietnamese leader ordered creating favorable conditions for overseas Vietnamese to contribute to the homeland, while leveraging the expertise of intellectuals, entrepreneurs, and professional networks abroad.

Consular services must be convenient and transparent, while citizen protection must be timely, accurate, and responsible. All foreign affairs activities must ultimately serve the country and its people, said To Lam.

The conference attracted the participation of senior leaders, 103 ambassadors and heads of overseas representative missions; and Vietnamese ambassadors from 90 countries and territories.

It is tasked with concretizing the foreign policy set forth by the 14th National Party Congress, while fostering unified understanding and action across the foreign affairs sector to meet the new requirements and responsibilities of Viet Nam's external relations./.
