Comprehensive diplomacy aims to ensure national interests at the highest level, with peace, independence, self-reliance, and self-strengthening as the foundations. People are placed at the center of all policies.

With comprehensive diplomacy, Viet Nam considers contributions to the international community as its responsibility for peace and development around the world.

Comprehensive diplomacy at a new height means diplomatic activities will be deployed in a more confident and self-reliant fashion.

Regarding targets, all diplomacy activities aim to ensure national interests at the highest level, for a strong, prosperous and happy Viet Nam that integrates extensively into the global community, has an important position and role in global politics, global economy, and global society, and contributes to peace, stability, equality, social progress and prosperous development of all nations in the region and the world.

For sectors, diplomacy is not a separate field but closely combines with not only defense and security but also economic, scientific, technological, cultural and social fields to create aggregate strengths for national construction and protection.

The comprehensive diplomacy policy lays emphasis on socio-economic development as the central task.

For stakeholders, comprehensive diplomacy is the cause of the entire Party and people, which will be promoted across all the three pillars of Party diplomacy, State diplomacy, and people-to-people diplomacy.

Viet Nam will remains steadfast with the foreign policy of independence, self-reliance, self-strengthening, peace, friendship, cooperation and development, diversification and multi-lateralization of external relations; being a friend, a trusted partner, and a responsible member of the international community.

The path to peace, independence, self-reliance, and self-strengthening not only aims for building a strong and prosperous Viet Nam, but also makes responsible contributions to peace and stability in the region and to rule-based global order . This is the guiding viewpoint, moral foundation, and fundamental principle for cultivating sustainable external relations.

Comprehensive diplomacy includes the following key and regular tasks:

First, promoting the pioneering role of diplomacy in creating a favorable environment conducive to national development.

In the face of a volatile world, the consolidation of peace and stability becomes increasingly vital, thus diplomacy needs to maintain strategic autonomy in all situations to maintain domestic stability and development, as well as peace and cooperation with the wider world.

Viet Nam will uphold the resolution of differences through peaceful means, on the basis of international law and the United Nations Charter.

Second, diplomacy is the driving force to create favorable conditions, mobilize external resources, and open up new space for national development.

Diplomacy is responsible for identifying and utilizing opportunities the trends that are shaping the global economy such as innovation, digital transformation, artificial intelligence, automation among others; transforming good political relations into concrete economic results; assisting Vietnamese enterprises to reach out to the global market and participate deeper in regional and international supply chains.

Third, diplomacy must demonstrate the sense of responsibility for the international community, contribute to shaping and protecting a fair and equal global order on the basis of international law.

Viet Nam commits to continue its commitments to sustainable development, food security, climate change adaptation, net-zero emissions, while participating deeper into global peacekeeping, search and rescue, humanitarian assistance, and reconciliation, and promoting its role in important issues and mechanisms.

Fourth, promoting the nation's "soft power" commensurate with its history, culture, political and politic standing.

At a new height, diplomacy needs to contribute to increasing the nation's standing and influence in global politics, global economy and global civilization.

Fifth, building a comprehensive, modern and professional diplomatic sector in the new era. All diplomatic staffs must dare to think, dare to do, dare to innovate, dare to be pioneers for the interests of the nations. They must be sharp in understanding the global landscape, insightful in strategy, disciplined, and have skills and qualifications on par with international standards./.
