Program on prevention and combatting human trafficking approved

VGP - Prime Minister Pham Minh Chinh has approved the Program on Human Trafficking Prevention and Combat for the 2026–2030 period, with a vision toward 2035.

The program aims to ensure the effective enforcement of the Law on Prevention and Combat of Human Trafficking 2024, which took effect on July 1, 2025. 

The program also seeks to leverage the collective strength of the entire political system and the public, while enhancing the responsibilities of individuals, families, agencies, organizations, and society as a whole in preventing and combatting human trafficking.

Notably, the program sets out nine specific objectives, focusing on strengthening social prevention measures and closely integrating anti-trafficking efforts with socioeconomic development programs. It prioritizes improving both material and spiritual well-being, particularly in ethnic minority and mountainous areas, border regions, remote locations, and areas facing exceptional hardship, while promptly identifying and addressing vulnerabilities, shortcomings, and root causes that enable human trafficking crimes.

The program targets to increase investment in human and financial resources and apply advanced scientific and technological solutions to anti-trafficking work; ensure the effective operation of a victim database, providing a foundation for comprehensive, standardized, interconnected, secure, and safe statistical data systems to support human trafficking prevention and combat.

To achieve these objectives, ministries, ministerial-level agencies, government bodies, provincial People's Committees, as well as the Supreme People's Procuracy, Supreme People's Court, the Central Committee of the Viet Nam Fatherland Front, and central bodies of political and sociopolitical organizations, are required to proactively develop and issue annual and phased implementation plans to carry out the program effectively.

Semi-annual and annual progress reports must be submitted to the Ministry of Public Security for consolidation and reporting to the Prime Minister.

The Ministry of Public Security is assigned to act as the Standing Agency, assisting the Prime Minister in monitoring, guiding, inspecting, and urging implementation. It is also responsible for conducting periodic preliminary and final reviews and assessments, and reporting results to the Prime Minister./.
