National Assembly Chairman Tran Thanh Man
Especially, the National Assembly unanimously passed a resolution to amend the 2013 Constitution. The resolution shall take effect from July 1, abolishing district-level administrations nationwide, transitioning to a two-tier administration system (provincial and communal-level administration system).
In his closing remarks, National Assembly Chairman Tran Thanh Man emphasised that the laws and resolutions passed at this session are revolutionary in nature, laying the groundwork for fundamental institutional reforms and setting the direction for Viet Nam's next phase of development.
The National Assembly also reviewed government's reports on the 2024 socio-economic, defence-security, and state budget performance and early 2025 results; adopted the 2026 legislative oversight program.
The National Election Council was established to prepare for general elections scheduled to take place on March 15, 2026.
The top legislator stressed that the session's outcomes reflect the effectiveness of legislative mindset reform, close inter-agency coordination, and the united efforts of the entire , political system. He noted that the success of the session also served as a practical test of officials' competence and commitment under real working conditions.
Looking ahead, Tran urged the Government, ministries, sectors, and localities to swiftly and effectively implement the laws and resolutions passed by the National Assembly, especially the policies on merging provincial and communal administrative units and officially operating the two-tier local government model starting July 1./.
