This historic milestone came after the comprehensive and profound overhaul of the local-level political system, resulting in the reduction of the number of centrally-run cities and provinces to 34 from previously 63, dissolution of district-level administrations, and merger of communes to streamline the local-level political system, improve the efficiency of local-level authorities, save budget for development investment, and expand development space of each locality.
The overhaul reflects the political stature, strategic vision and modern reform mindset of the Communist Party of Viet Nam led by General Secretary To Lam. This is also a vivid evidence for Viet Nam's resolve to initiate a modern governance system where the State empowers local administrations and make them more accountable.
This governance system targets to place people at the center of national development process, put efficiency first and put national development interests above all local interests.
Under the two-tier local administration system, communal-level administrations shall have more powers and duties to directly serve the communities within their administrative boundaries. This will be the critically important foundation to maintain political stability in the long run.
The formulation of the two-tier local administration system is a landmark breakthrough in power structure, helping to shorten the process of policy making and enforcement and save time and costs for processing administrative procedures.
And from July 1, 2025, Viet Nam has bravely crossed the line of old thinking to create a future of action, efficiency and development for the people./.
