
Under the Resolution, the national digital identity system will be further developed and expanded to provide a range of digital services for citizens. Its key functions include:
a) Providing access to citizens' digital data;
b) Offering electronic identification and authentication, as well as free public digital signature certification services for individuals using online public services and administrative procedures;
c) Serving as a platform to support the delivery of online public services and the electronic submission of administrative documents;
d) Linking payment accounts, e-wallets, bank cards, and mobile money accounts to facilitate payments for public services, social security disbursements, and other lawful financial transactions;
e) Providing an official, secure, and efficient communication channel between citizens and the State, citizens and businesses, and among citizens themselves.
The Department of Administrative Management of Social Order under the Ministry of Public Security is responsible for operating the electronic identification and authentication system, as well as managing and developing the national digital identity system.
Notably, the Government has designated October 15 each year as Viet Nam Digital Citizen Day.
The Resolution shall take effect from August 15, 2026, to February 28, 2027./.
