15th Party Central Committee approves personnel plan for 14th National Party Congress

The Central Committee unanimously approved the personnel plan, which will be submitted to the 14th National Party Congress scheduled to take place in Ha Noi from January 19-25, 2026.

During the upcoming Party National Congress, the delegates will elect members to the 14th Central Committee of the Communist Party of Viet Nam, the Politburo, the Secretariat, and the key leadership positions of the Party and the State for the 2026–2031 tenure.

Addressing the closing ceremony, General Secretary To Lam said the Central Committee agreed that Viet Nam will focus on implementing three strategic breakthroughs:

(1) Institutional building: Creating strong breakthrough in development institutions; accelerating decentralization and delegation of authority; promoting breakthroughs in science and technology, innovation, and digital transformation; and developing new production capacities as well as new models and methods of production and business.

(2) Human resource quality: Fostering structural transformation and improving the quality of human resources; developing high-quality, skilled human resources and attracting talent; and making strong reforms in cadre work and encouraging dynamic and creative officials.

(3) Infrastructure development: Making strong breakthroughs in the development of socio-economic infrastructure, especially transport infrastructure, technological infrastructure, and energy infrastructure.

The Central Committee also agreed that the country will focus on implementing the following six major priorities:

(1) Building a clean, strong, and comprehensive Party and political system; enhancing the Party's leadership capacity.

(2) Comprehensively developing institutions, with a focus on the legal system, mechanisms, and policies.

(3) Developing a socialist-oriented market economy; improving the efficiency of the state economic sector, promoting the private economic sector; establishing a new growth model, restructuring the economy, and accelerating industrialization and modernization.

(4) Focusing on the implementation of breakthroughs in science and technology, innovation, and digital transformation, creating a foundation for the development of new and modern productive forces and more effective modes of production.

(5) Developing human resources and fostering culture so that culture truly becomes an endogenous strength and a powerful driving force for the country's rapid and sustainable development.

(6) Strengthening national defense, security, and foreign affairs; building the People's Army and the People's Public Security forces to be revolutionary, regular, elite, and modern; and accelerating the implementation of a comprehensive foreign policy strategy at a higher level./.
