Viet Nam seeks public comments on draft Political Report of 14th National Party Congress

The Report covers key contents such as:

- Outcomes of the implementation of the Resolution adopted at the 13th National Party Congress and achievements gained after 40-year of renewal process;

- Viewpoints and goals for the next development phase;

- Orientations for institutional building;

- Orientations for economic development;

- Orientations for cultural development;

- Orientations for education development;

- Orientations for development of science, technology, innovation and digital transformation

- Orientations for sustainable society development;

- Orientations for sustainable management and use of natural resources and for environmental protection;

- Orientation for ensuring national defense and security;

- Orientations for external relations and international integration; orientations for promoting national solidarity;

- Orientations for building strong and clean Party.

Central tasks and strategic breakthroughs

The Report also figures out central tasks and strategic breathroughs for the next five years:

Central tasks:

(i) To give priority to building synchronous institutions for national development, with a focus on laws, mechanisms, and policies to promptly remove bottlenecks that hinder national development, promote innovation, and ensure comprehensiveness and harmonization between growth and development, between economic growth/social progress and equality and national defense-security/diplomacy for fast and sustainable development.

(ii) To continue accelerating the building of strong Party and political system; innovating and improving the Party’s leadership capacity over the State and the society; ensure smooth operation of the new political system; strongly innovating the personnel work; strengthening power control within the the Party and the State; speeding up anti-corruption and wastefulness to consolidate public trust in the Party, the State and the regime.

(iii) To accelerate the development of socialist-oriented market economy that is modern and integreates into the global economy; advance the development of the State economy as the backbone of the national economy and the development of private economy as one of the most important drivers of the national economy; build new growth model, restructure the economy, and promote industrialization and modernization based on science, technology, innovation and digital transformation while ensuring macro-economic stability, improving productivity, quality, efficiency and competitiveness of the national economy. Promote new production forces and new production methods, with a focus on digital economy, green economy, circular economy; build digital society friendly with the environment.

(iv) To focus on implementing the strategic breakthrough on science, technology, innovation and digital transformation to create foundation for the development of new and modern production forces, giving priority to the development of several strategic industries and technologies, especially artificial intelligence; promote training of high-quality workforce – key to improve productivity, quality, efficiency and competitiveness of products, enterprises and the whole economy.

(v) To promote the development of human resources and culture as the major foundation, internal strength and driving force for the nation’s fast and sustainable development. Build a modern education and training system, focusing on improving the quality of education and training.

To continue to innovate the methods of society management and societal development governance while effectively enforcing social security policies, particularly for vulnerable groups and workforces in unofficial sectors in accordance with Viet Nam’s reality.

(vi) To continue to build the military and public security forces that are revolutionary, lean, smart, and modern to firmly protect national independence, sovereignty, territorial unity and integrity. To promote synchronous, creative and effective realization of the diplomatic work; improve and promote the role of Party diplomacy, State diplomacy and people-to-people diplomacy in creating an environment of peace, stability, friendship, and cooperation that is conducive to the national development process.

Strategic breakthroughs

Strategic breakthroughs for the nex five years include:

(i) To create a strong breakthrough in institutional building, improve the capacity in designing and implementing the Party’s guidelines, the State’s policies and laws to unlock and promote the efficiency of all resources; promote power decentralization from central to local levels and enhance autonomy and responsibility of localities; promote breakthrough development of science, technology, innovation and digital transformation in favor of national development; promote the development of private economy; build new startup ecosystem; develop new production forces and new business models.

(ii) To focus on shifting the structure and quality of human resources, develop high-quality human resources; promote the recruitment and use of talents. Innovate personnel work, especially in evaluating the performance of cadres.

(iii) To continue to create strong breakthroughs in developing socio-economic infrastructure, particularly multimodal transport infrastructure and technological infrastructure, and infrastructure for digital transformation, green transition, energy transition, and climate change adaptation.
