Prime Minister urges Thanh Hoa province to turn development aspirations into reality

Addressing the event, Pham said that personnel work should be regarded as the "key of the key tasks," focusing on developing a contingent of competent, reputable cadres and Party members, particularly leaders who meet the demands of the new era.
He also called for stronger inspection and supervision mechanisms to detect and address violations early, and for resolute action against corruption, wastefulness, and other negative phenomena—ensuring there are "no dark or grey zones or areas of vested interests."
The Prime Minister urged the northern province to thoroughly grasp and effectively implement the resolutions and action programs of the 14th National Party Congress and its own 20th Party Congress, while urgently translating the Politburo's recent strategic resolutions into action across key areas.
The Government leader stressed that Thanh Hoa province must accelerate the shift from a procedural, administrative system to a service-oriented, people-centered governance, while promoting digital government, digital society, and digital citizenship.
The Prime Minister asked Thanh Hoa to foster rapid and sustainable economic growth through five strategic breakthroughs. These include restructuring the economy and renewing the growth model based on science, technology, innovation, and digital transformation; developing green, digital, circular, and sharing economy; and nuturing both traditional and new growth drivers.
The province should focus on developing four key economic hubs—Nghi Son, Sam Son, Bim Son, and Lam Son to turn them into major growth engines, said Pham.
Thanh Hoa will also need to accelerate infrastructure development, particularly in transport, regional connectivity, digital networks, tourism, and services, while leveraging science and technology to efficiently exploit marine and underground resources.
In addition, the Government leader called on the province to advance socio-cultural development and social welfare, strengthen defence and security capacity, and enhance external relations.
He also urged Thanh Hoa to maintain a peaceful, stable, cooperative, and prosperous border with Laos, and to promote border-gate economic activities as a new growth driver.

According to the Congress report, during the 2020–2025 tenure, despite intertwined challenges and opportunities, Thanh Hoa attained comprehensive progress, fulfilling or surpassing 23 out of 27 targets.
The province's gross regional domestic product (GRDP) grew at annual rate of 10.24 percent on average between 2021 and 2025, ranking fourth nationwide. Its GRDP scale in 2025 is projected to be 1.9 times higher than that in 2020, placing it eighth nationally, while per capita GRDP is expected to reach USD 3,750, up 1.7 times from 2020.
For the 2025–2030 period, Thanh Hoa province plans to sustain double-digit annual growth and turn the locality into one of the country's major centers for energy, manufacturing, high-value agriculture, tourism, and logistics.
By 2030, Thanh Hoa targets to be among the top performing localities nationwide and to become a prosperous, civilized, and happy province by 2045. It aims to achieve average annual GRDP growth rate of 11 percent or higher in 2026–2030, per capita income of at least VND 90 million (US$ 3,415) by 2030, and the digital economy accounting for 30 percent of its GRDP./.
