The Vietnamese leader spoke highly of the elevation of the Viet Nam-U.S. relations to comprehensive strategic partnership, describing the move as reflecting the stature of the relationship, meeting the interests of the two peoples, and positively contributing to peace, stability, cooperation and development in the region and the world.

Viet Nam treasures and expects to foster relations with the U.S. in an intensive, extensive, effective, stable and sustainable manner on the foundation of agreed principles, including respect for international law, the UN Charter, and each other's independence, sovereignty, territorial integrity and political institution, noted Vo.

The two sides should strengthen bilateral political-diplomatic relations, especially via high-level meetings, he suggested, expressing thanks to Biden for inviting him to the APEC Leaders' Meeting in San Francisco this November.

The host welcomed the U.S. support to Viet Nam in enhancing sustainable production capacity in the fields of semiconductors, artificial intelligence and supporting industries.

He asked the U.S. to continue supporting Viet Nam in engaging more deeply in global production and supply chains, investment in high technology projects, and strengthening trade of goods and services with Viet Nam, thus helping Viet Nam achieve the goal of becoming a developed country with high-income by 2045.

He spoke highly of bilateral cooperation in education-training, science-technology, climate change response, and energy transition, expressing his wish that Fulbright University Viet Nam would be a high-quality training center serving the development of not only Viet Nam but the whole region.

Vo expressed his hope that the two sides would strongly bolster partnership in settling war consequences

Biden, for his part, reaffirmed that the U.S. treasures ties with Viet Nam, and advocates a strong, independent, self-reliant, prosperous Viet Nam with continuous reform and expanded international integration, performing an increasingly important role in ASEAN and the region.

Biden expressed his belief that the Viet Nam-U.S. relations would continue to enjoy more successes following the establishment of the comprehensive strategic partnership.

On regional and international issues, the two leaders agreed on the need to maintain peace, stability, cooperation, guarantee navigation and aviation freedom, security and safety, peacefully settle disputes on the basis of international law and the 1982 UN Convention on the Law of the Sea (UNCLOS), not using or threatening to use force.

They vowed to back efforts to build an effective, substantive Code of Conduct in the East Sea (COC) in line with international law and the 1982 UNCLOS.

Following the meeting, President Vo hosted a State-level banquet for President Biden and the U.S. delegation./.
