Kim welcomed To and the high-ranking Vietnamese delegation's State visit to the DPRK where they are set to attend the 80th founding anniversary of the Workers' Party of Korea (October 10, 1954-October 10, 2025).
Kim noted that the visit will inject strong momentum to enhance mutual understanding, strengthen political trust, and elevate the relations between the two Parties and the two countries to a new height, towards achieving the development goals of each nation and making contribution to the development of the DPRK.
The host recalled his good impressions of the Vietnamese people and the beautiful and developing country during his official friendship visit to Viet Nam in 2019.
Kim affirmed that the DPRK wishes to work closely with Viet Nam in Party building and national development, willing to promote cooperation across various appropriate fields.
He suggested that the two sides' Party organs, ministries, sectors, and localities should enhance exchanges and identify specific measures to effectively implement the major orientations for boosting bilateral relations agreed upon during this visit, so that the bilateral ties will enter into a new stage of development, bringing practical benefits to their peoples.
To, for his part, congratulated the DPRK's national development achievements over the last 80 years, expressing his belief that the Northeast Asian nation will fulfill its tasks set by the Workers' Party of Korea, opening up a new era of prosperity.
The Vietnamese Party leader suggested both sides strengthen cooperation between the two Parties, consider organizing theoretical exchange seminars, and share experiences in Party building and national development.
He also called for the promotion of parliamentary cooperation, both bilaterally and multilaterally, as well as the strengthening of mutually beneficial economic cooperation in line with the development goals of both sides and international regulations.
Viet Nam stands ready to share with North Korea its experiences in economic reform, international economic integration, and policies on economic management, import–export, and socio-economic development, noted the Vietnamese leader.
He expected that the two sides will expand collaboration in potential and advantageous areas such as culture, sports, tourism, education, healthcare, and information and communications, including the development of radio and television programs to introduce the culture, country, and people of each nation.
General Secretary To affirmed Viet Nam's support for relevant parties in promoting dialogue and resolving differences via peaceful means, thereby jointly maintaining a peaceful and stable environment for cooperation and development on the Korean Peninsula.
He sought the DPRK's active support for efforts to promote respect for international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS), and for resolution of tensions, disagreements and disputes in accordance with international law.

The two leaders expressed their delight at the fruitful achievements in the relations between the two Parties and the two countries.
They vowed to work together to promote Viet Nam–DPRK relations to enter a new phase of more practical and effective development, contributing to the realization of each country's development goals, for the happiness of their peoples, and for peace, stability, and development in the region and the world.
Both sides agreed to promote the exchange of delegations across Party, State, Government, National Assembly channels, and local cooperation, strengthen experience sharing, consolidate political trust, and deepen mutual understanding.
They pledged to effectively maintain dialogue and cooperation mechanisms, explore potential areas of collaboration, promote people-to-people exchanges, and further tighten the bonds of friendship between the two nations.
Regarding regional and international issues, they agreed to step up collaboration and support each other at multilateral forums such as the United Nations and the ASEAN Regional Forum (ARF)./.
