Legal frameworks for construction of first nuclear power plant must be finalized next month: Prime Minister
VGP - Prime Minister Pham Minh Chinh ordered relevant agencies to complete negotiations on cooperation agreements for the construction of the Ninh Thuan 1 nuclear power plant and finalize the legal frameworks in November this year.

The Government chief made the request while addressing the third meeting of the steering committee for nuclear power plant construction in Ha Noi on October 22.
The project involves building two nuclear power plants with a combined capacity of 400MW in the central province of Khanh Hoa.
In November 2024, the Central Committee of the Communist Party of Viet Nam (CPV) agreed on the policy to restart the Ninh Thuan nuclear power project in a bid to firmly ensure national energy security.
According to Resolution No. 70-NQ/TW dated August 20, 2025 of the Politburo on ensuring national energy security through 2030, with a vision to 2045, it calls for the prompt implementation of the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects with suitable partners, ensuring Viet Nam's maximum benefits while taking into account previous agreements, and bringing them into operation in the 2030–2035 period.
At the meeting, Pham proposed accelerating the negotiations with partners, adding that agreements must be finalized based on the principles of harmonized interests and shared risks, in compliance with the safety standards and security guidelines of the International Atomic Energy Agency (IAEA) as well as relevant international conventions in the nuclear sector.
The Viet Nam Electricity (EVN), the investor of the project, is required to prepare the pre-feasibility study for the project within October while Khanh Hoa Province has been allocated with VND3.236 trillion (US$123 million) for resettlement and relocation./.
