Ha Noi City Party Congress to take place next week

With the participation of 550 delegates, representing nearly 500,000 Party members from across the municipal Party Committee, it is the first Congress to be held after the capital city and the entire country carried out the overahaul of the political system.

The congress affirms the determination of the Municipal Party Committee and the people to take the lead together with the whole nation in entering a new era — an era of prosperity and strength for the nation.

The Congress will elect the Municipal Party Executive Committee, consisting of 68 comrades; 17 comrades to the Executive Committee and five members to the Municipal Party Standing Committee.

During the 2020–2025 period, the city has achieved positive results, fulfilling 16 out of 20 targets set by the 17th Congress's Resolution.

Major achievements include building a clean and strong Party Committee; sustaining economic growth; making significant progress in science, technology, innovation, and digital transformation across various sectors; focusing on planning, urban development, and management, with positive changes toward a smart, green, and sustainable city.

The new-style rural development program was completed two years ahead of schedule while the material and spiritual life of farmers and bringing remarkable changes to rural areas have been improved. The city has also promoted cultural values and human resources, inspiring pride, aspiration, and determination among its citizens.

Education and training development and improvement of human resource quality have been emphasized as key strengths and breakthroughs of the capital.

Major targets for 2025-2030 period

The city sets the target that by 2030, Ha Noi will become a civilized, cultured and modern capital, a green, smart city, a center of cultural convergence and deep international integration, with high competitiveness and a development level comparable to capitals of developed countries in the region.

Ha Noi is envisioned to be a core driving force for growth in the Red River Delta and northern region, playing a leading role in the national economy with regional influence.

It will be a major center for economy and finance, and a leading hub for culture, education and training, healthcare, science and technology, and innovation, ensuring political and social stability, a peaceful environment, and happiness for its residents.

In addition, the city has identified two key breakthroughs. The first is the adoption of a digital mindset and a transparent working style. The second is the data-driven evaluation of officials, through the application of modern tools such as OKR (Objectives and Key Results), KPI (Key Performance Indicators), and digital dashboards.
